Description
The U.S. Nuclear Regulatory Commission (NRC) intends to award a firm fixed-price indefinite-delivery, indefinite quantity type contract. The proposed effort will require the contractor to provide the personnel, facilities, instructional materials, and services to instruct Microsoft Enterprise Project Management (EPM) tools training courses for the NRC’s Office of New Reactors (NRO). The twelve anticipated training courses to be provided by the contractor are: 1) Microsoft Project Professional 2007 – Fundamentals; 2) Managing a Single Project with Microsoft Office Project Professional 2007; 3) Managing Multiple Projects Using Project Server 2007 in Enterprise Project Management Environment – Intermediate/Advanced; 4) Managing Projects and Programs with Microsoft Project Server 2007 – Intermediate/Advanced; 5) SQL 2005 Administration; 6) Microsoft SharePoint 2007 Page Developer/Administrator; 7) Microsoft SharePoint Server 2007 IT Administration; 8) SharePoint Designer 2007; 9) Project Management: Schedule (WBS), Cost, Operation and Analysis; 10) Project Management: Schedule (WBS), Earned Value Management; 11) Essentials in Information Security; 12) CISSP Exam Preparation. The contractor shall conduct courses based on the current latest edition or issued criteria of the course topic standards. The contractor shall provide course materials (including books, if appropriate), equipment (i.e. PCs, laptops computers, audiovisual equipment, etc.), facilities, and qualified instructor(s) for each course. The contractor shall be responsible for maintaining the course material with current certifying standards during the execution of this contract. The proposed contract will be for a one year period of performance with a one-year option period. The Request for Proposal (RFP) will be available on or about the week of December 22, 2008, and the Closing date for proposals will be on or about January 23, 2009. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is set forth under NAICS code 611420. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. The FedBizOpps system includes the capability to join and view a published list of vendors interested in this solicitation. This is useful for vendors who are interested in teaming on procurement opportunities. The contracting officer has enabled the, "Register as Interested Vendor", feature for this solicitation.
