- Title: Digital Integration Lab (DIL) The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a follow-on contract for Digital Integration Lab (DIL) support. The DIL located at 12000 Research. Parkway, suite 300, Orlando, Florida 32826 provides a secure and centralized location for all PEO STRI programs to integrate with Army Battle Command Systems (ABCS). It also provides a critical risk reduction capability in preparation for formal Army Interoperability Certification (AIC) testing by supporting all PM software development and integration facilities across PEO STRI. Services to be provided include: program management; planning and oversight of the PEO STRI DIL; Simulation to C4I Interoperability (SIMCI) architect and project support; first line ABCS technical support and operator expertise; management of distribution and control of ABCS system hardware and software; support of pre-AIC and formal AIC testing (distributed and stand alone); requirements analysis; system engineering; integration; test and experimentation; software and hardware evaluation; configuration management; property accountability; data collection; technical demonstrations; on-site visits and technical analysis The Central Technical Support Facility at Fort Hood, Texas is the Armys execution agent for AIC testing and certification. The CTSF has formally recognized the PEO STRI DIL as an extension of their activity and has endorsed the PEO STRI DIL to conduct distributed AIC. This effort requires skills and experience to implement and execute processes, policies and procedures to replicate the CTSF functions in the DIL. The identified outcome of this acquisition is the award and execution of a performance-based Firm Fixed Price contract with T&M provisions under a full and Open competition C Type Contract for engineering services. This will be a 5 year contract. The period of performance will include one 12-month base period followed by four 12-month option periods. The estimated value of the resultant award is $9.5M, inclusive of the base and option periods. This acquisition will allow for the provision engineering services; DIL administrative support; resources, processes, materials, and technology necessary to meet mission requirements of the DIL Program. The award will be made on a best value basis in accordance with Federal Acquisition Regulation (FAR) Part 15. It must be understood that potential offerors must be completely staffed with qualified, experienced and knowledgeable personnel that can begin fulfilling the above requirements for managing, configuring, operating and maintaining the DIL on Day 1 of the contract award. Interested parties shall provide a written statement of capability, using the prescribed format (font size 11, Times New Roman); not to exceed seven (7) pages (including cover page), addressing your companys: "Capabilities and experience in providing similar services of this magnitude in a secure environment requiring clearances up to Secret level. "Methodology for demonstrating, by system, immediate availability of staff personnel with recent experience, current technical training certification, and procedural expertise with the family of ABCS system-of-systems. ABCS Systems Operators/MaintainersSystems Administrator AFATDS X X AMDWS X X Other ABCS and Joint Systems as appropriate X X Other technical skills as appropriate X X "Demonstrate in depth interoperability knowledge and recent experience with current and emerging ABCS operational software baselines, data products, Army Software Blocking initiatives, and published Software Blocking schedules. "Demonstrate knowledge and experience with established CIO/G-6 and CTSF processes, policies, and procedures as they apply to the conduct of formal Army Interoperability Certification (AIC).. "Demonstrate capability and experience with providing Simulation to C4I Interoperability (SIMCI) architect and project support. "Demonstrate specific knowledge of existing support relationships with external organizations required to manage and operate the DIL in support of PEO STRI programs and as an extension of the CTSF. The Government is assessing prime contractor capabilities in anticipation of issuing this requirement as full and open competition.. The cover page of each response shall include the company name, cage code, TIN, DUNS, business size {small or large; if small, provide detail on category, e.g., small women-owned, 8(a), etc.}, and primary point of contact including email address and telephone number. Written statement of capabilities shall be received by this office NLT January 19, 2009. Note: The anticipated NAICS Code planned for this effort is 541990.
