Description
Vendor Library Access An electronic reference library is provided via the Internet at Federal Business Opportunities; hhtps://www.fbo.gov; (Fedbizopps) where interested parties may find useful knowledge about the CSS IV Program. Instructions for accessing the library are included below. Note: Additional documents may be added or existing documents may be replaced with revised versions. All vendors/contractors will be notified via an announcement on Fedbizopps if documents are added or replaced. The electronic library may be accessed via the Internet at Fedbizopps using a web browser (e.g. Internet Explorer). Each vendor/contractor requiring access to documentation must be registered in the Central Contractor Registration (CCR) database and will be required to obtain an individual vendor/contractor account by registering with Fedbizopps. Instructions for registering on Fedbizopps are located on their homepage along with contact numbers for assistance. After obtaining a vendor/contractor account on Fedbizopps, the vendor/contractor should contact the FBI CJIS Division’s Contract Administration Office ( CAO) point of contact (POC) Ellen Oliveto, 304-625-4289, ELLEN.OLIVETO@IC.FBI.GOV, or via Fax (304) 625-6066. To be added as an interested party on Fedbizopps, each individual must submit a signed Non-Disclosure Agreement (NDA) and provide an information page listing the individual(s) name, company name, and either the CAGE Code or DUNS Number used for Fedbizopps registration. Once this information is provided, the designated individual will be granted access to Fedbizopps. If you have any questions about the registration process, please contact Ellen Oliveto. Department of Justice Directive 2640.2E states that non-U.S. citizens shall not be authorized to access or assist in the development, operation, management, or maintenance of Department IT systems, unless a waiver has been granted by the Head of the Component, with the concurrence of the Department Security Officer and the Department Chief Information Officer. While access to Fedbizopps is not restricted by citizenship, for the purposes of the CSS IV acquisition effort, only U.S. citizens should be sponsored for access to the posted documents unless a formal request for non-U.S. citizens’ access is initiated and a waiver is granted. Access will be authorized based on (1) signed appropriate Non-Disclosure Agreement and (2) successful registration on the Fedbizopps website. Industry Day The FBI will host an industry day and tour of relevant facilities for all potential Offerors at the FBI CJIS Division’s Satellite II Operations Center, Fairmont, West Virginia on 1/8/2009. The Activities will begin at 9:00 am and last approximately three hours. Potential Offerors will be briefed on contract requirements and offered an opportunity to view the files subject to conversion under this contract. Participation is subject to the following restrictions. The Government reserves the unilateral right to deny participation to any prospective Offeror whom the Government reasonably believes is not participating in the industry day process for the purpose of submitting a proposal or whose participation the Government reasonably believes may present a security or other risk to the Government. The Government imposes this restriction due to the sensitive nature of the information to be presented. Prospective Offerors intending to submit a proposal as a Prime Contractor must submit to the FBI CO a notification of intent to submit a proposal and express its intent to participate in industry day, signed by a corporate officer. The notification shall identify the individuals and their current security clearance that will participate in industry day activities. These individuals will be subject to basic criminal record checks and federal agency index checks. Individual information required includes name, Social Security number, date of birth, place of birth, citizenship, driver’s license number and issuing state, e-mail address, telephone number, fax number, and full mailing address. The CO must receive the notification of intent and list of individuals and required background information no later than ten business days after release of the Solicitation. Attendance at the industry day is limited to 5 individuals from each prospective Prime Contractor, including staff from the prime’s team members and/or subcontractors (i.e., 10 individuals total may attend). Government provided information and responses to questions during industry day are unofficial. The Government requires that any company or subcontractor personnel that have access to the information provided during industry day, either during industry day or at any subsequent time, whether for proposal preparation or any other purpose, must sign the Non-Disclosure Agreements (NDAs) prior to such access.
