Description
The National Institutes of Health has a follow-on requirement for Continuing Medical Education (CME) accreditation Support for CME activities within the Clinical Center (CC) and for awarding of AMA PRA Category 1 Credits. This announcement constitutes the intent of the Government to Sole Source this requirement as a Request for Proposal under the contract mechanism Indefinite Delivery Type Contract, Delivery Task Order for each CME activity. The proposed solicitation number shall be CC-01-03. These services are currently being provided by the incumbent John Hopkins University, School of Medicine. The intent is to sole source this acquisition for the continuation of CME activities to John Hopkins University, School of Medicine, 1101 E. 33rd Street, Suite 202; Baltimore, Maryland 21218-2692. The place of contract performance shall be the National Institutes of Health, Bethesda, Maryland 20892. The North American Industry Classification (NAICS) code is 611710. The National Institutes of Health (NIH), a part of the US Department of Health and Human Services, is the steward of biomedical and behavioral research for the nation. Its mission is science in pursuit of fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to extend healthy life and reduce the burdens of illness and disability. In support of this mission the NIH Clinical Center, Office of Clinical Research Training and Medical Education (OCRTME) oversees the provision of high-quality educational activities to meet the needs of the NIH physician and the broader medical community that the NIH serves. The NIH also ensures that the educational events offering CME credit to the participants meet the specific criteria prescribed by the Accreditation Council for Continuing Medical Education (ACCME) In addition to the more than 1200 physicians who work at the NIH, the Continuing Medical Education (CME) Program also serves many others who attend NIH CME-accredited activities held nationally and globally. These accredited educational activities may occur in diverse formats: (a) traditional educational settings, both regularly scheduled conferences (such as weekly, monthly, etc) and live conferences (multiple days, multiple speakers, but only one occurrence), (b) live web casts, and ( c) enduring materials such as online courses and self-study programs. The CME Program staff work closely with Activity Directors and their staff in all 27 NIH Institutes and Centers as well as the Continuing Medical Education Committee (CMEC), which is composed of individuals representing a wide range of medical and scientific disciplines. At this time, the NIH has decided to acquire support of these services through a contractual mechanism with an ACCME accredited CME provider which is currently provided by John Hopkins University School of Medicine. The proposed requirements to be provided in the continuation of CME Services are: •A copy of the Contractor’s Accreditation Council for Continuing Medical Education (ACCME) provider accreditation certificate that shows approval period dates, and accreditation level status; •A work flow diagram of the process proposed for successful completion of this requirement; •A risk assessment plan to be utilized in the execution of the requirement. At a minimum, the risk assessment and risk management plan should include: risk identification, probability of occurrence, impact on contractor’s performance of requirement, risk mitigation techniques, and risk management techniques; •Information systems security risk management plan to assess for information security risks regarding the electronic database. At a minimum, the risk management plan should include: information security risk identification, probability of occurrence, impact on contractor’s performance, risk mitigation techniques, and risk management techniques; •A sound technical approach, including flow diagram of task approach to accomplishing the performance work statement (PWS); •The offeror’s approach to Project management; •Availability of Information Technology (IT) support personnel to host, maintain, and ensure information security of the website; •A sound proposed staff time or labor hours, appropriateness of personnel classification (professional, technical, others), necessity for type and quantity of material and facilities proposed; •A list of each of the proposed contractor staff and their experience in the ACCME accreditation process as well as their availability, qualifications, education, competence, and experience of all personnel involved in the completion of the PWS, as well as recent training, and specific or technical accomplishments of all personnel; •Description of prior experience in providing CME services as an accredited ACMME provider; •Description of prior experience at the NIH, with the U.S. Government, or with analogously structured organization; The objective of this requirement is to have ACCME accredited CME activities available at the NIH. This requirement consists of the following major functions: Program Administration, Program Evaluation, Problem Resolution, Communication, Green Initiatives, Information Technology Support (IT), and Fiscal Responsibility and Financial Accountability, all of which must be executed in 100% compliance with the Accreditation Council for Continuing Medical Education (ACCME) requirements and other requirements. Program Administration involves any action that may include, but is not limited to communication with OCRTME staff, acceptance of electronic applications, verification of authenticity of CME activity applications, evaluation of electronic applications, awarding of AMA PRA Category 1 Credits(s), and monitoring of activity directors’ and support staff compliance with accreditation requirements. Program Evaluation involves any activity that may include, but is not limited to, providing the deliverables as identified in Schedule of Deliverables and maintaining the ACCME Accredited Provider status throughout the duration of the requirement and subsequent “optional years”. Problem Resolution may include, but is not limited to communications, training of NIH staff regarding accreditation requirements, as well as providing the deliverables as identified in Schedule of Deliverables. Communication may include but is not limited to email phone conversations and teleconferencing capabilities. Green refers to the Energy Independence and Security Act of 2007 http://www.whitehouse.gov/news/releases/2007/12/20071219-1.html Information Technology (IT) Support includes but is not limited to developing, hosting and maintaining a website that is compliant with all US Government, DHHS, FISMA, JCAHO, Privacy Act, and ACCME requirements. Fiscal Responsibility and Financial Accountability includes, but is not limited to submitting monthly invoices with each item listed and cross-referenced to the appropriate item in the contract, receiving written authorization from the NIH/OCRTME Project Officer prior to reviewing any NIH CME application at any level receiving prior written authorization for any travel associated with this requirement and compliance with Federal Travel Regulations. The Government intends to make a single award to the intended source, John Hopkins University, School of Medicine. The anticipated award for this acquisition shall be on or about March 26, 2009 with the Base Award and 4 successive options. The solicitation for Request for Proposal shall be released on or about January 15, 2009.
