- U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), on the behalf of NOAA NESDIS/ Library & info Services Division intends to negotiate on a non-competitive basis with SIRSI/DYNIX for the award of a Contract under FAR part 13 Simplified Acquisition Procedures. This Acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1 (1) and 41.U.S.C. 253(a)(1), "Only responsible source and no other supplies or services will satisfy agency requirements." Solicitation number DG133E -09-RQ-0203(GJB) is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28. This acquisition is a total set-aside for Small Business. The associated NAICS code and small business size standard is 511210 and $23M. The Small Business Competitiveness Demonstration Program does not apply to this acquisition. The Government is seeking to procure annual software renewal for SIRSI/Dynix IL for following contract line item number(s) and units of issue: CLIN 0001 30-95001-000 Annual Unicorn Software Maintenance Effective Period from the date of award thru December 31, 2009. CLIN 0002 30-95005-000 Annual Software Maintenance for Other SirsiDynix P Effective Period from the date of award thru December 31, 2009. 30-95001-000 Annual Unicorn Software Maintenance Effective Period: from the date of the award through December 31, 2009. Date(s) and place(s) of delivery and acceptance Silver Spring, MD and FOB point Destination. Annual Software Maintenance for Other SirsiDynix Products FOR SEATTLE, WASHINGTON and FOB point Destination. Notwithstanding the Government intent to negotiate this requirement on a single source basis under the authority of 41 USC 253©(1) as implemented by FAR 6.302-1, any source possessing the capabilities to provide the required service may submit a statement of qualifications which, if timely received, will be considered by NOAA. Responses must be received by January 5, 2009, 10:00am.
