- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Center for Coastal Fisheries and Habitat Research (CCFHR), Beaufort, NC is issuing an intent to negotiate a sole source procurement with MCNC of Reasearch Triangle Park, NC, for Internet Service - 10Mb service via NCREN (North Carolina Research and Education Network) managed DS3. Service to be provided via 10Mb dedicated circuit from Beaufort to Morehead City, NC. The contractor will furnish personnel, materials and equipment necessary to provide the service. Authority: 41 USC 253(c)(1). The NAICS Code is 517110. The size standard is 1,500 employees. The government intends to award a firm-fixed price purchase order for this requirement. The period of performance is February 1, 2009 through January 31, 2010 with (2) one-year option periods. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). MCNC is the only known source capable of providing the service due to the remote location of the Beaufort Lab. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by January 5, 2009 by 11:00 AM EST. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
