Description
This is a sources sought synopsis for the National Institutes of Health (NIH), National Institute Nursing Research.(NINR) NIH is seeking qualified, capable and interested small business, small disadvantaged business, HUBZone small business, veteran owned small, service-disabled veteran-owned small business, and women owned small business, very small business and emerging small business concerns that can provide the NIH with the following: The National Institute of Nursing Research supports clinical and basic research to establish a scientific basis for the care of individuals across the life span-from management of patients during illness and recovery to reduction of risks for disease and disability, the promotion of healthy lifestyles, promoting quality of life and care of individuals at the end of life. The Institute is organized into a number of major activities including extramural and intramural research programs and research management and support initiatives. The NINR provides a research training program in molecular genetics for doctoral students and post-doctoral fellows. This requires an individual who already posses the expertise, experience, administrative skills, and leadership skills needed to direct a doctoral level course in molecular genetics for NINR. 1. Scope of Project; a. Handle all administrative aspects of the NINR Summer Genetics Program (SGI). b. Responsible for development, marketing plan and recruitment of applicants for the SGL c. Work closely with faculty regarding content and scheduling of lectures, lab and seminars. d. Handle all student, classroom, lab and housing related problems. e. Maintain database of research proposals submitted to Federal agencies, proposals funded and peer-reviewed publications by SGI graduates. f.. Conduct course evaluation and annual program evaluation and write reports.. g. Maintain on-going communication with SGI graduates about latest research in genetics, resources available, and SGI program outcomes (research proposals submitted and peer-reviewed publications). 2. Project Time Frame: To begin on or before January 2009, until the contracted hours are used. 3. Other Information: It is expected that the Consultant will provide assistance and consultation on site and via phone to NINR executives and SGI faculty, prospective SOL participants, SGI students and SGI graduates. 4. Security/Confidentiality: Offeror will maintain security and confidentiality of all government and employee information. 11h/21/2008 11 :35 FAX III 003/004 REQ# 791109 The intended procurement will be classified under North American Industrial Classification System (NAICS) code 541990 with a size standard of 500 employees. Closing date of this sources sought will be seventeen (17) calendar days from date of this synopsis. Interested firms are invited to submit a statement of capability demonstrating their experience and capability to fulfill the Government’s requirement. The statement of capabilities should be limited to five (5) pages and should include: company name, company address, contact name, contact telephone number, contact fax number, contact email address, business size and type of business (e.g., large business, small business, small disadvantaged business, 8(a), HUBZone, etc.), previous similar contracts performed including a brief description, dollar value, client’s name, client’s address, client’s telephone number, name of contact and duration of contract. NIH strongly encourages small businesses of all type and ownership (8(a), HUBZone, service disabled veteran, disadvantaged and women) with the demonstrated experience and capability to respond to this synopsis. Three copies of the capability statement must be received at the address listed below no later then fifteen (15) calendar days from date posted on FedBizOpps. Capability statements should be sent to National Institutes of Health, Office of Logistics and Acquisition Operations, Division of Station Support, 6011 Executive Blvd., Room 529-V, Attention: Lloyd Garnes, Bethesda, MD 20892. When using a courier service, Federal Express, UPS the city, state and zip code MUST READ ROCKVILLE, MD 20852. Responses via facsimile (FAX) WILL NOT be accepted. This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government, or will the Government pay for information solicited. Information received will be considered solely for the purpose of determine whether firms possess the capability to fulfill the Government’s requirement. A determination by the Government to compete this requirement as a set-aside based upon responses to this synopsis is solely within the discretion of the Government.
