- The proposed contract action is a modification to Contract No. DABQ03-03-D-0002 for additional Military Family Housing Maintenance Service. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(d)(2). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. Interested companies shall respond to this notice by providing the following information: 1) Company Name, 2) Address, 3) Point of Contact information with telephone number and email address, 4) Cage Code, 5) Capabilities information/statement showing that the company has the ability to fulfill the Government requirement as described herein. The contractor shall be able to comply with all requirements described herein to be considered capable. Requirement Description: The Contractor shall provide all labor, personnel, supervision, administration, materials, equipment, tools, and transportation necessary to provide Maintenance of Family Housing Quarters, Troop/Bachelor Officer Quarters (BOQ) (Occupied and Unoccupied), Appliance Service Order work, Operation of Self-Help Stores and limited Grounds Maintenance at Fort Wainwright, Alaska. This includes, but is not limited to such work as preventive maintenance, routine and emergency service work orders, texturing, priming and painting of housing units, floor repair and installation, and removal and replacement of fences. There are two separate notices of contract extensions in this announcement one each for Fort Wainwright, AK and Fort Richardson, AK. The requirements in the current contract have been split into two separate Performance Work Statements, one for Fort Wainwright, AK (scheduled for privatization) and one of Fort Richardson, AK. 1). Fort Wainwright, AK is being extended for one month. Background: The incumbent contract delivery order is scheduled to end on 31 December 2008; the contract delivery order were awarded with a base period plus four (4) option years and have a current value of $57,518,889.64. Fort Wainwright, Alaska, is currently scheduled for the privatization of its Military Family Housing (MFH) units; the privatization contract will provide full-service maintenance. At this time, the privatization date is scheduled for 1 February 2009. The Performance Period for this action is anticipated to be one months in duration (1 January through 31 January 2009). The estimated value for the one month period is $950,000.00. 2. Fort Richardson, AK is being extended for three months. The incumbent contract delivery order is scheduled to end on 31 January 2009; the contract delivery orders were awarded with a base period plus four (4) option years and have a current value of $44,168,705.49. A separate solicitation for Fort Richardson, AK is being prepared for a new contract award. This new contract shall have a base year with option periods totaling five years. The Government anticipates performance currently covered in contract DABQ03-03-D-0002 required for the period 31 January 2009 through 30 April, or until the above new reduced scope contract can be awarded. The estimated value for the performance period is $1,949,151.72. This notice of intent to award a sole source modification is NOT a request for competitive proposals. The NAICS code is 236118. The size standard is $31.0 million. The Government requirement is for an Indefinite Delivery Indefinite Quantity Contract for Military Family Housing, Fort Richardson, AK. RESPONSES TO THIS SOURCES SOUGHT NOTICE SHALL BE emailed to daniel.cross1@us.army.mil. NO fax or traditional mail submissions shall be accepted. This is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Governments requirements. All inquiries must be received by 8:00 AM (Alaska Time) on 30 December 2008.
