Description
The U.S. Department of Energys (DOEs) National Energy TechnologyLaboratory (NETL), is issuing this DRAFT RFP for comment. Comments may be submitted through the "Submit Question" button on the opportunity form. Comments will be received through January 9, 2009. NO PROPOSALS SHALL BE SUBMITTED AT THIS TIME. This document is in draft form and changes may be made prior to submission of the final solicitation. NETL intends to issue a Full and Open Competitive Solicitation for obtaining Energy Sector Planning and Analysis Services for NETL. The North American Industrial Classification System (NAICS) code for this effort is 541712 with a size standard of 500 employees. The NAICS is provided for use by businesses in determining their appropriate business size. For further information on business size definitions please refer to the Small Business Administration's web site at http://www.sba.gov/services/contractingopportunities/sizestandardstopics/indexgu ide/index.html. The NAICS code is provided for Offerors to correctly identify their business size and for potential subcontracting opportunities under this acquisition. This acquisition is unrestricted and contains no set-aside provisions. All responsible individuals, corporations, non-profit organizations, educational institutions, and state or local Governments regardless of size may submit proposals for consideration once the final solicitation is issued. The general and additional minimum standards for responsible prospective Contractors set forth at FAR 9.1 apply. It is anticipated that a cost reimbursement award containing an award fee provision will be made as a result of this solicitation. The objective of this solicitation is to obtain expert contractor services that will complement and support the efforts of federal staff in their conduct of : strategic energy sector analyses and planning; engineering analyses using state of the art simulation and modeling tools; research and development (R&D) benefits analyses; life-cycle analyses of alternate energy process approaches, and; assessments of the impacts of natural resources on energy development and deployment,, e.g., impacts of water resources on electric power production. These contracted-for services shall require effective management of the Contractors human and other resources to assure appropriate levels of quality support over the range of programs and subprograms delineated in Attachment A-1 NETL Introduction. Contractor resources shall include: a personnel-mix having technical expertise in scientific, engineering, business and policy disciplines needed for in-depth understanding of advanced technologies and complex systems and legislative and policy issues; advanced/specialized tools, expertise, and protocols that can make possible, facilitate, and accelerate anticipated analyses, and technical communication and outreach expertise that can develop effective written and visual materials to summarize and convey analysis results to NETL program officials and its stakeholders. To effectively execute work assignments through task orders, as delineated in the ordering process, the contractor must effectively assess and adjust staffing to respond to both changing DOE programmatic requirements and the dynamics of changing regulatory, policy and political processes. This flexibility in staffing is an important objective of the overall contract and requires that managers and staff remain current on DOE program requirements, energy technology advancements and new energy initiatives. The Contractor shall be required to have a sufficient level of expertise to successfully support the management and integration of all stages of science and technology development leading to commercially viable energy solutions. Through this contract NETL seeks to access a best in class on-site research development, demonstration and deployment (RDD&D) support organization that can assist NETL in achieving its energy vision and mission, particularly in the areas of energy sector planning and analysis. The Contractor shall assist NETL federal employees in conducting program elements within functional areas germane to DOE and NETL (see below). This assistance is intended to both accelerate the advancement of NETLs current programs and help foster the development of future (advanced) program initiatives. In conducting this effort, the contractor shall manage its workforce to provide for both expert technical staffing of all assigned tasks and high-level management staffing that can help evaluate, integrate and communicate the results of their efforts to NETL program officials. The scope of work entails providing the Federal staff with support in the following functional areas: Strategic Energy Sector Analysis Techno-economic Analysis and Modeling Benefit Analysis Life-Cycle Assessment Energy Infrastructure Analysis NETL has initiated an electronic reading room as part of the strategy to provide information that may benefit potential offerors in preparing their proposals. The information is provided to assist the reader in gaining an enhanced understanding of the requirement. The reading rooms may be accessed at http://www.netl.doe.gov/business/solicitations/ssc2008/index.html. The electronic reading room includes a various reference documents including applicable policies, procedures, and documents outlining the operating environment. A FOIA release version of the current NETL support contracts are also posted in the electronic reading room. Offerors requesting a FOIA copy of the current contract will be directed to the reading room to download it from that location. The solicitation (DE-SO26-08000664) should be available for downloading in January 2009 on the DOE Interactive Industry Procurement System (IIPS) located at the following internet address: http://e-center.doe.gov. Questions relating to the solicitation are required to be submitted electronically through the question submittal option of the IIPS program. ONLY those questions posted to the IIPS program will be accepted. All responses to solicitation questions will be released on the IIPS Internet page. The solicitation will only be made available in IIPS. This is an electronic solicitation therefore no hard (paper) copies of the solicitation and related documents will be made available.
