Description
Sources Sought National Security Technologies is seeking sources to efficiently administer the billing of services and airtime charges from multiple satellite service providers of mobile satellite phones and terminals associated with Emergency Response programs. It also supports the procurement, commissioning and servicing of mobile satellite equipment and related systems, e.g., depot level repairs, technical and engineering support for the mobile satellite systems. The Subcontractor shall be able to provide appropriate electronically formatted airtime billing (eBilling) for approximately 140 INMARSAT/BGAN and satellite-related communications systems. The eBilling must be applicable to any of the mobile satellite services or airtime billings associated with the Contractor accounts. Services to include: 1. Electronic billing ( paperless) of all satellite services and airtime-related charges 2. 1-800 number for 24/7 integration and technical support 3. System Engineering and Integration consulting services 4. Singular point for electronic billing (eBilling) from multiple INMARSAT/BGAN service providers (IBSP), e.g., Telenor, Stratos, Xantic, Defense Information Systems Agency (DISA). 5. Singular point for electronic billing of non-IBSP, e.g., Iridium, Globestar, Thuraya. 6. Billing invoices shall be distributed to multiple Points of Contact (POC) as specified by Contractor for phone numbers corresponding to the various programs throughout the complex. Equipment phone numbers and POC information shall be provided after contract award. The Subcontractor shall demonstrate that they are: 1. Recognized as a multiple Land Earth Station Operator (LESO) airtime provider 2. Recognized and recommended as an authorized IBSP by DISA 3. Provide the same airtime rate from various IBSPs, e.g., Strato, Telenor and/or Xantic 4. Provide a 1-800 telephone number for 24/7 technical support desk, staffed with knowledgeable employees 5. Have the ability to provide engineering and technical integration consultation and solutions within the technical theme of satellite and telecommunications technologies 6. Approved for the operation and storage of National Security Administration-approved encryption equipment and systems.
