Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.BACKGROUND:As part of the Glenn Research Center support to the IVHM program, the Electron andOpitcal Device Branch develops integrated circuits using typical thin film processingtechniques such as E-beam evaporation and RF Sputter metal depositions. The depositionsconsist of a variety of metals layered to a thickness of approximately 1 to 3 um. Thecomposition of the metal layers consists of gold, silver, titanium, chromium, platinum,aluminum, nickel, molybdenum, germanium and tungsten (All the metals are pure beforedepositions are performed). After years of performing these depositions and cleaning thechamber walls of the reactors where the depositions have been performed an abundance ofmetal thin film scraps accumulated. The accumulated weight of the metal thin scraps isapproximately 5 lbs. To the best of our knowledge, 80 to 85 % of the 5 lbs is gold. Theother 15 to 20 % is a combination of all the other metals listed above.SCOPE OF WORK:The Contractor is required to provide all necessary supervision, labor, materials, andequipment to reclaim gold from Government provided metal thin film strips. The amountof thin film strips to be provided by the the Government is five (5) pounds. Thecontractor shall reclaim the gold in a manner that will insure an end product puritylevel of 24K (99.99%) at the conclusion of the reclaim process. The other metals canbe disposed of in a manner consistent with commercial practices and environmentalrequirements. DELIVERABLES:The Contractor shall provide the reclaimed gold to the Government in usable nuggetspackaged in a standard commercial manner. The contractor shall be responsible fordelivery to the NASA Glenn Research Center at 21000 Brookpark Rd., Cleveland, OH 44135,Attn: Max Scardelletti at Mail Stop 54-5. The contractor shall also provide a written summary of the activities to include theprocess used to reclaim the gold, total amount (lbs) of thin film scraps at the start,total amount (lbs.) at the conclusion, and the end product purity level.The provisions and clauses in the RFQ are those in effect through (FAC) 2005-29.The NAICS Code and the small business size standard for this procurement are 331492 and750 employees respectively. The offeror shall state in their offer their size status forthis procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery is required within thirty (30) days ARO and shall be FOB Destination.Offers for the items(s) described above are due by January 14, 2009, 4:30 p.m. EST andmay be mailed, e-mailed or faxed to NASA Glenn Research Center, Attn: Joan V. Haug, MS500-305, 21000 Brookpark Rd., Cleveland OH 44135-3127, fax number 216-433-5489 (e-mail)joan.v.haug@nasa.gov and must include, solicitation number, FOB destination to thisCenter, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order forCommercial Items form found at URL:http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml A formal quote on the offeror's letterhead is also acceptable. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. Addenda to FAR52.212-1 are as follows: Please provide a technical discussion (this may include product literature, or otherdocuments, as necessary) in sufficient detail to evaluate your approach to accomplish therequirements of the above Statement of Work. At a minimum please provide in your offer the following: (a) Your understanding of the requirements.(b) A technical description of the process being used to reclaim the gold that wouldinsure an optimum reclaimed amount at the required purity level (see Statement of Work). (c) Your experience in gold reclamation.(d). A listing of current or former clients that you have performed the same or similaractivity for, including a point of contact and telephone number. The Government is proposing that the selected company maintain a portion of the reclaimedgold as compensation for the activity.You are requested to provide your offer tomaintain a portion of the reclaimed gold. Example: (NASA 95% contractor 5%). FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Telephone questions will not be accepted.Selection and award will be made to that offeror whose offer will be the mostadvantageous compensation arrangement to the Government, with consideration given to thefactors of proposed technical merit, and past performance. It is critical that offerorsprovide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).Offerors must be registered in the CCR database prior to award, Information on thisregistration and annual confirmation requirements can be obtained via the internet athttp://www.ccr.gov. Offerors must also include completed copies of the provision at 52.212-3 (JUNE 2008),Offeror Representations and Certifications - Commercial Items with their offer.
