- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration, National Environmental Satellite, Data and Information Systems (NESDIS) Acquisition Division on behalf of the NESDIS, Office of Systems Development has the requirement to procure Field Engineering Support Services (FESS) for NESDIS antenna systems, facilities and other satellite earth terminal equipment and components. The Contractor shall furnish the necessary personnel, material, equipment, services and facilities to design, develop, enhance, assess, analyze, and provide needed modernization and upgrades to NOAA NESDIS facilities and Radio Frequency (RF) systems infrastructure. The contractor shall provide FESS to modify, upgrade, refresh, replace, refurbish and otherwise increase the long term performance and service life of NESDIS large steerable parabolic antenna systems, NESDIS facilities and physical plant replacement - inclusive of electrical backup power generation systems (GENSETS, UPS and distribution), HVAC with backup cooling systems, and enhancement of the respective enterprise building integrator support systems, as well as improvements to other ground equipment. The support provided shall include, but not be limited to antenna systems design and development engineering; physical building and plant infrastructure planning and engineering design; depot level maintenance of satellite ground station equipment; major systems technical refresh, improvement and/or overhaul; modification to systems and subsystems; equipment installation and integration; systems test and evaluation; systems and facilities planning, technical design (drawing development and project specifications); as well as the removal of obsolete equipment and facilities. The NAICS Code is 541330 with a size standard of $4.5M. Award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with provisions for both firm-fixed price and cost reimbursement task orders for a base year of twelve (12) months plus four (4) one-year option periods is anticipated. The annual estimate of effort is approximately 9,500 hours. Award will be made under full and open competitive negotiation procedures, using FAR Subpart 15.
