- Description
- The U.S. Army Research, Development and Engineering Command Contracting Center (USRDECOMCC) intends to issue on a sole source basis a modification for 75,000 Improved Outer Tactical Vests. Specialty Defense (SD) and Point Blank Body Armor (PBBA) are the only two sources that have US Army tested and approved ballistic material packages. A Request for Proposal (RFP), W91CRB-07-R-0079, was issued on 30 November 2007 for 736,000 IOTVs. Due to numerous delays award is now estimated to be April 2009. As a result of the required need for continual production of the IOTVs to support the ongoing fielding requirements until deliveries from the subsequent full and open competition commence, a need to modify one of the contracts for the procurement of 75,000 IOTVs will be required. The modification of one of the contracts will be awarded based upon the statutory authority permitting Other than Full and Open Competition is 10 USC 2304(c) (1), as implemented by FAR 6.302-1(b) (ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is based on SD and PBBA being the only two sources that have US Army tested and approved ballistic material packages, proven producers of the IOTV, and the manufacturing capabilities to meet the current IOTV production and performance requirements. The modification of one of the existing contracts for a total of 75,000 IOTVs at the rate of 25,000 IOTVs produced per month for three months, will be awarded based on the lowest priced technically acceptable proposal.
