Description
The U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, Florida intends to issue a firm-fixed price commercial items contract for the acquisition of a High Frequency (HF) shunt antenna system for the WP-3D aircraft N44RF. The Contractor is responsible for design, construction, integration, test and certification of the new HF shunt antenna shunt system for aircraft N44RF. The antenna system will be mounted on the dorsal fin area of the vertical stabilizer, and be integrated for use with the Government supplied HF radio system. The Contractor shall also design, construct, integrate, and provide certification of the mounting structure for the HF radio system antenna coupler, and the electrical interface between the HF shunt antenna and the antenna coupler. The integration and installation effort shall be performed at the NOAA/AOC facility at MacDill AFB, Florida during an eight-month window of opportunity beginning on or around June 1, 2009. Prior to June 1, 2009, the aircraft will be undergoing maintenance at a remote facility. However, if the aircraft arrival at MacDill AFB from the remote maintenance facility is delayed, antenna installation shall be performed within eight months of the aircraft arriving at MacDill AFB, Florida. Additionally, during the period July 15, 2009 through October 31, 2009, no aircraft modifications shall be performed which prevent the aircraft from being flyable within 24 hours. The Contractor shall perform the HF radio antenna system effort in two phases. Phase I, System Design, and Phase II, System Construction, Installation and Test. The Design Phase will have Preliminary and Critical Design reviews. After the Critical Design Review, AOC will assess the technical design information and determine whether the Contractor will be authorized to proceed with Phase II, System Construction, Installation and Test. The Contractor shall also develop final drawings, certification documentation, and other technical data produced by activities in Phase II. At the option of the Government, the Contractor shall also perform design, construction, test, and certification of a similar and possibly identical HF shunt antenna system for the NOAA WP-3D aircraft N42RF and/or N43RF. The Government shall have up to two years from the date of the initial award of the contract to exercise this option. The solicitation issue date is expected to be on or around January 2, 2009. All parties interested in the solicitation shall submit a written request including the company name, address, point of contact, telephone number, business size; and a statement regarding their capabilities and qualifications to perform this service. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
