- Description
- The United States Department of Agriculture, Agricultural Research Service intends to issue an award to the CSIRO Publishing on a sole source basis, a contract for all USDA users to have continuous electronic internet access to the journals and metadata. Award will be made pursuant to 41 U.S.C.253(c)(1). Only one responsible source and not other supplies or services will satisfy agency requirements. The contractor shall provide continuous electronic access via the Internet for all USDA employees and public on-site users. All USDA Locations, employees worldwide, contractors, cooperators and volunteers performing work on behalf of USDA are considered as authorized premises and users of the journals and metadata. The Contractor shall make journals and metadata content accessible 24 hours per day. Authorized users shall be granted access to the CSIRO journals through the IP recognition authentication process without any impediments. In addition to internal use, authorized users have the right to use the contents of the journal for ordinary business (research), scholarly and educational purposes required by the Government. This includes but is not limited to viewing, printing, saving, reusing and disseminating content. The contractor shall provide rights to the above titles during the term of the subscription. The contractor shall provide Perpetual Data Rights to the subscribed to content on the mutually agreed upon electronic medium and format should the subscription not be renewed or terminated for any reason. The right to perpetual use of the subscribed to journal content will survive the termination of the contract for any reason. The scheduled period of performance will be January 1, 2009 through December 31, 2009. Proposals are to be submitted online to Douglas.Joyner@ars.usda.gov, later than 3:30 p.m. Eastern Standard Time on December 31, 2008.
