Description
The purpose of this sole-source synopsis is to announce the revision of the contract maximum order amount on the Enterprise Information Technology Contract (EITC) supporting the United States Special Operations Command (USSOCOM). The EITC was awarded under full and open competition in April 2002 as a Single Award Indefinite Delivery/Indefinite Quantity contract with an anticipated period of performance through March 2011. The contract provides critical Information Technology (IT) support to HQ USSOCOM, its Components, Theater Special Operation Commands (TSOCs) and the Services (Army, Navy, Air Force, Marine Corps) that have or provide direct support to Special Operations Forces (SOF). The work performed by the contractors includes, but is not limited to, Local Area Network Administration, Network Management, Disaster Recovery, Helpdesk, IT Planning, Integration, Information Assurance, Configuration Management, Infrastructure, Hardware Maintenance, Desktop, IT Training, Web/Portal Administration and Development, Database Administration and Development, Application Development, Transmission Security, Technology Refreshment, and spare/repair parts. To continue this critical support, it is necessary to increase the maximum order amount of this contract from $900M to $1.3B. The proposed contract action does not extend the current period of performance. This action is due to an accelerated pace of contract requirements in response to the expansion of USSOCOM’s operational tempo as it prosecutes the Global War On Terror. One or more competitive procurements are anticipated as future follow-ons to this contract. The contractor is L-3 Services Inc.; contract number USZA22-02-D-0017. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
