Description
The US Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) along with the PEO STRI Program Manager for Training Devices (PM TRADE), Product Manager Live Training Systems (LTS) is developing an acquisition strategy and anticipates awarding Firm Fixed Price Task Order with Time and Material CLINS under the PEO STRI Omnibus Contract (STOC II) for building, demonstrating, fielding and supporting the requirement for a quantity of up to 16,500 each fully functional Multiple Integrated Laser Engagement System (MILES) Wireless Independent Target System (WITS) with SATs for shooter capability. The kits should be able to be used with Crew Serve Weapons such as M249, M240, M2, and MK19 over the next 5 years. The program will be executed in FY09. Support required will include engineering support, exercise support, communications and software engineering support, and technical documentation. This total program effort is estimated at $115 million total, and $23million annually. Interested parties shall submit a statement of capability for fulfilling tasks as outlined below, and confirm that they possess a mature design and production capability: a. The kits should be in compliance with the Maneuver Combat Training Centers (NTC, CMTC and JRTC). b.The kits should be able to interface with the Direct/Indirect Fire Cue, Device number 06-692. c.The kits should have the capability to download and upload MILES events using existing MILES equipment. d.The kits should be able to interface with existing MILES controller guns. e.The kits should be able to transmit, receive, decode and process MILES laser messages that are compliant with PMT-S002K. f.The kits should have the ability to record, store and transfer at least 500 MILES events. g.The kits should have the capability to recall 64 events and display them. h.The kits should be able to detect a player attempting to cheat, player kills, and low power, these will be stored as an event for later retrieval. i.The kits should be able to be used with weapons such as M249, M240, M2, and MK19. j.The kits should be compliant/compatible with the OneTESS Personal Area Network. k.The kits should be able to communicate with vehicle communication systems (VIC 1 and VIC 3). l.The kits should be able to communicate with Training Improvised Explosive Device (T-IED and the Improvised Explosive Device Effects Simulator (IEDES) via Miles Communication Code (MCC). m.Existing kits (modified COTS) shall be described with at least the following: 1.Modifications needed to be compliant to the above technical requirements. 2.Any additional testing required for validation of the above technical requirements. 3.Any noncompliance to the above requirements. 4.Any improvement to the above technical requirements. 5.Any applicable data rights restrictions that will be imposed by the vendor The contractor will be required to assemble and deliver the MILES ITS kits for Government test and evaluation within an initial delivery requirement of 8 months after award. The statement of capability shall also identify whether the business is small or large within the NAICS 333319 (size standard 500 employees). Statements of capability shall be emailed to Cindy Huertas at cindy.huertas@us.army.mil. The closing date for this Sources Sought is 1500 hours on 9 January 2009. RESPONSE FORMAT Part 1: Company Name, Address, CAGE Code, and Point of Contact including phone number, email address and small business size status. Also please indicate if your company is interested in this effort as a Prime Contractor or Subcontractor. Part 2: Capabilities in providing similar efforts of this magnitude in a secure environment consistent with above capabilities. Part 3: Relevant past performance experience providing similar efforts within the last three (3) years. Total response shall not exceed five [5] pages. This is not a request for proposal.
