Description
The Tennessee Air National Guard and the USPFO for Tennessee intends to issue a Request for Proposal (RFP) to solicit a single, firm fixed-price, construction contract for the building of a Communications Electronics Training Complex, for the 241st EIS, in Chattanooga, Tennessee. This project shall be constructed and documented in accordance with the Department of the Air Force (Air National Guard) Sustainable Design Policy. Upon construction completion, the project shall achieve U.S. Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Certification. The Air National Guard Policy is that green building concepts shall be integrated into design and construction such that the project shall obtain USGBC certification. The minimum level shall be Silver with 26 to 32 points obtained. The project includes but is not limited to clearing approximately 24 acres of wooded land mulching the material for use in on-site erosion control; construction of all utilities serving the site; construction of the Communications Building which includes some 25,000 SF of offices, training rooms, and supply areas; construction of a Vehicle Maintenance Building including some 6900 SF with maintenance bays, a wash bay, storage areas and support space; and construction of a 3000 SF covered area for vehicle parking. The building mechanical system consists of a geothermal system with horizontal ground loops. Other items of construction in support of this facility include: a perimeter fence with two motorized slide gates, heavy duty asphalt roads, light duty asphalt parking, a storm water detention pond, erosion control accomplished in accordance with the Tennessee Department of Environment. Interested contractors shall submit a capability statement demonstrating experience and their capability in performing recent and relevant projects similar in size and complexity. This capability statement and the contractors notice of interest in this project shall be submitted via email to the Contracting Officer at: john.anders@us.army.mil and paul.david.reagan@us.army.mil not later than close of business (COB) 4:00p.m Central Standard Time (CST) on Monday, December 29, 2008. The solicitation issue date will be on/about December 30, 2008. The date for the pre-proposal conference/site visit will be on or about January 9, 2009, 10:00a.m. local time (Eastern Standard Time) (EST) at the 241st Engineering Installation Squadron, 1001 Airport Road, Bldg. 100, Chattanooga, TN 37421. Plans and Specifications will be available on or about December 30th, 2008. The magnitude of construction for this project is between $5,000,000 and $10,000,000. The total construction performance period is 540 days after receipt of Notice to Proceed to include inspection and punch list. Actual dates and times will be identified in the solicitation. The North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction and the Size Standard for Small Businesses is $33.5 million annual receipt for the past 3 years. This action is being solicited as a Total Small Business Set-Aside. The source selection will be conducted in accordance with the Federal Acquisition Regulation (FAR) Part 15.3, Part 36 and Defense Federal Acquisition Regulations Supplement (DFARS) Part 215.3, source selection procedures. The evaluation factors include Past Performance and Price. All evaluation factors other than cost or price when combined, are approximately equal to price. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the technical and engineering data related to this solicitation, which will be available through the following internet site: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at the site. For security reasons, all potential offerors, plan rooms and printing companies are required to register in the Central Contractor Registration (CCR), http://www.ccr.gov/ and all technical and engineering date related to this solicitation will be distributed using Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. Reference paragraph 4.4 of the Vendor Guide for instructions to retrieve the specification and drawing documents for this project. A link to this site can be found under Plans at the solicitation website. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments prior to the solicitation.
