- This is a market research and presolicitation notice. The market research is to determine if a sufficient number of small businesses might be interested to participate in the solicitation process and provide an offer. If your company is a small business and you would be interested in this solicitation, please email the contracting officer, whose address is listed above and under the title "Primary Point of Contact", and let him know. This presolicitation notice is not coded as any set aside while the market research continues, which will be until the solicitation package is released. The type of set aside will be listed in the solicitation. The intent of the solicitation and any resultant contract is to obtain aerial services for On-Demand and Call When Needed, Light Fixed Wing (LFW) Aircraft. It does not matter whether an aircraft is turbo aspirated or if it is not, for turbo abilities are not a prerequisite in accomplishing the mission related to this solicitation. On Demand will be for a Mandatory Availability Period (MAP), which would occur during a period July 6 through September18, 2009, though these dates could change when listed in the solicitation, and a Call When Needed (CWN) during the other time periods in the base year and each option year. Aerial survey work will be within the Forest Service's Rocky Mountain Region (R2), with a concentration in the forests within the State of South Dakota. The LFW aircraft will be fully operated by qualified personnel and equipped to meet specifications for use in the administration and protection of Public Lands in R2. The aircraft furnished may be dispatched for fire support and project, law enforcement and administrative flight missions. The Government has interagency and cooperative agreements with Federal and State Agencies and private landholders that allows for such support. The contract period of performance will be for five (5) years, a base year and four (4) option years. The solicitation should be issued sometime in late January or early February 2009. The solicitation will state the number of estimated hours that were flown in the past three years. As an example, 46 hours were flown in summer of 2008. No number of hours will be a guarantee for the number of hours to be flown for the summer of 2009. The contract type will be either a Fixed Price or a Fixed Price with Equitable Price Adjustment. This will be specified in the solicitation. Per Diem (lodging/subsistence) will be paid for overnight stays approved by the government in advance, based on the Joint Travel Regulation. The solicitation may, or may not, request two quotes/offers, for purposes of determining a best value for the government based on where the aircraft may be located. One quote/offer would be based on using the Rapid City Regional Airport in Rapid City, South Dakota as the designated base, and the other quote/offer based on using the contractor's home or other contractor base location. If these two quotes/offers occur and Rapid City Regional Airport should be selected, then a contractor would be required to locate the aircraft at operate from the government's designated location, unless otherwise directed. There could be trips where the contractor will stay at a base other than the designated base.
