Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to issue a three (3) month extension under Contract Number N00189-08-C-Z009 with University of California at Los Angeles (UCLA). UCLA is currently providing a military-focused resiliency-building family services program to serve armed forces families at various Naval, Marine Corps, and Seabee locations. This is a Pilot Program being conducted by the Bureau of Medicine and Surgery (BUMED) Psychological Health and Traumatic Brain Injury (PH/TBI) office to explore best practices in psychological health for Sailors, Marines, and their families. The services include Group Level Briefings for Pre- and Post-Deployment military and family, Individual Consultations, Skill-Building Sessions for Families, and Multi-Session Family Interventions. The services also include consultation to military staff, schools, families, and community on parenting and combating stress, tra! umatic grief, and other deployment-related stresses. The extension is necessary while a long-term follow-on is being prepared. The NAICS code is 624190 and the Service Code is G099. See Numbered Notes 22 and 26. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. A sole source contract extension is in the best interest of the Government, as any other source would result in a duplication of costs and unacceptable delays in fulfillment of the requirement. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
