- This is a notification that the Office of the Director, Office of Logistics Acquisitions Management intends to award on a sole source basis with Aijun Wang under Simplified Acquisition Procedures to provide Information Technology and Small Business Services using other than full and open competition procedures pursuant to Federal Acquisition regulations part 13.106-1(b)-only one source reasonably available. Aijun Wang has comprehensive knowledge of the NIH/OAMP mission, particularly its work with the Small Business Office and Information Systems. Because of the sensitive nature of activities covered by the requirement, this position requires someone with experience with systems used by OAMP, including security requirements and standards used. Aijun Wangs experience makes the assistance she can provide to OAMP staff unique and invaluable. Period of performance is one year from date of award. Below is a draft of the statement of work. The contractor will be required to provide the following services:. Contractor shall understand, maintain and enhance system and communication Requirements, including e-Portals In Commerce (e-PIC), Green purchase Training system, Small Business Office (SBO) e-Tracking system, SBO e-Business Card system, Oracle Discover for DCIS data;. Contractor shall design software tools and subsystems to support software reuse and domain analyses and manage their implementation.. Contractor shall manage software development and support using formal specifications, dataflow diagrams, other accepted design techniques and computer Aided Software Engineering (CASE) tools, and coordinate this activity with the Office of Information Technology. Contractor shall review existing programs and assist in making refinements reducing operating time, and improving current techniques. Contractor shall administer software configuration management and coordinate this with other offices, particularly Office of Information Technology. Contractor shall analyze functional business applications and design specifications for functional activities and communicate with users to obtain approach. Contractor shall test, debug, and refine the computer software to produce the required product.. Contractor shall provide technical direction. Contractor shall participate in design of software tools and subsystems. Contractor shall develop, maintain and /or provide support to develop Web based applications in support office. Contractor shall provide support for the implementation of interfaces to application, including code upgrades across several applications. Working knowledge and experience with development tools including Dreamweaver, Microsoft Visual studio 2005, Microsoft SQL Server 2005, Photoshop, Microsoft Sourcesafe. Knowledge of the following areas is needed: Active Server Pages (ASP), Visual basic, JavaScript, Microsoft Access, HTML, DBM’s (ex.- Oracle Sybase, etc). The position also requires Microsoft.NET knowledge and coding experience, SSL certificate installation, Web pages security and database security solution, Knowledge and application of Section 508 compliance, and graphic design.
