- The FAA Academy located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK will train many of the new air traffic controllers in addition to the 4,000+ technical and managerial training courses currently being taught by various media types each year at the center. The FAA Academy currently provides four training shifts to accommodate the influx of students attending, and scheduled to attend training at the MMAC. This 75% increase is attributed to an increase in new hire air traffic control students. The length of training for these students has introduced challenges to the Academy that consists of locating long term lodging within an established budget (comparable to student costs based upon FAA Travel Policy extended-stay fixed rate per diem). To fulfill future long term lodging needs for Academy students, the FAA Academy is considering contract services to facilitate extended stay-lodging with related amenities. The services are anticipated for the period beginning third quarter 2009. The Contract services shall provide lodging (and related accommodations) to facilitate a minimum of 300 rooms annually (365 days a year). Lodging and accomodations will be provided for new hire air traffic control students only. Contract facilities located within a 10 mile radius of the Mike Monroney Aeronautical Center, 6500 S. MacArthur Blvd., Oklahoma City, OK 73169, and lodging standards equivalent to AAA - Three Diamond (http://www.aaa.com) are preferred. This synopsis is conducted in accordance with the FAA Acquisition Management System (AMS) 3.2.1.2.1 entitled Market Analysis. The synopsis will assist in obtaining industry involvement, developing and refining the procurement strategy, obtaining price information, determining whether commercial items exist, determining the level of competition, identifying market practices, and obtaining comments on requirements. This synopsis is specifically issued to obtain participation in the attached market survey. The FAA intends to review all responses. The information may be utilized to establish the acquisition strategy and solicitation process when the Request for Offer is issued. This is not a Request for Proposal or Screening Information Request. Interested sources should respond not later than January 12, 2009 by completing the attached survey, and providing information that describes resources and capability to accomplish the objectives described in herein. Enclosure of relevant marketing materials and/or Word Documents 11 pt. Font or larger may be included with the survey as descriptive information. The response should include information that clearly describes market trends, and validates available resources, identifies capability, size business, industry practice, and/or best value in services within the market. The FAA shall not be liable for costs associated with preparation or responses to this survey. Responses shall not exceed 30 total pages, and two copies are requested. An original (hardcopy) and a CD are acceptable.
