Description
The Naval Facilities Engineering Command Marianas Guam, intends to obtain all management, supervision, quality control, labor, tools, equipment, material, supplies, incidental engineering, and transportation necessary to maintain and repair family housing units, bachelor housing, Navy Gateway Inns and Suites (NGIS - formerly Visitor Quarters), garage/carport, associated utility systems, household equipment, appliance, land areas and other related real property and facilities in accordance with the requirement of this contract. Work includes housing operations, providing repair, services, maintenance and change of occupancy maintenance in both vacant and occupied housing units and bachelor housing, NGIS and other services. The Contractor is responsible to move and secure government/personal furniture and appliances in vacant/occupied family and bachelor housing units.. This procurement will be a firm-fixed contract with a total of 59-month performance period consisting!! of a 2 month Mobilization period, 6-month base period with four (4) 12 month option periods. This is a combination firm fixed price and indefinite quantity type contract. Award will be made to the responsible offeror whose proposal will be most advantageous to the government resulting in the best value, price and other factors considered. The solicitation will be issued on or about 05 December 2008. Proposals will be due on or about 16 January 2009 at NAVFAC Marianas at the time specified in the solicitation. In accordance with Federal Acquisition Regulation 5.102(a)(1), availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at https://www.neco.navy.mil/. All prospective offerors must register as vendors on the website in order to receive a copy of the solicitation. NO HARD COPIES WILL BE PROVIDED. The Government will NOT provide a complete name, address, phone number includ! ! ing area code, offeror type, prime contractor, subcontractor, supplier, e-mail address and type of business; large, small, small disadvantaged, women owned, etc. Notification of any amendments to the solicitation will only be made on the NECO website for any posted changes. IT IS THE SOLE RESPONSILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. In addition, you must be registered in the Central Contractor Registration (CCR) prior to receiving any NAVFACMAR Contract Award. The website is http://ccr.gov/index.cfm. This procurement is limited to 8(a) firms certified for participation in the 8(a) program. All other firms are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 561210 and the size standard is $35.5 million. There is no requirement that 8(a) firms have NAICS Code 561210 approved by the SBA for use in their business plans. Site visit scheduled for 18 December 2008. ***Modification 01-The purpose of this modification is to revise the i! ssuance date of Solicitation N4019209R9000. The Solicitation will be issued on 19 Dec 2008 instead of 05 Dec 2008. In addition, the proposals will be due on 30 Jan 2009. The site visit date has also changed to 06 Jan 2009. Arrangements to participate in the site visit must be made by registering with Kimberly Dobrowolski during regular working hours at (671)339-4911 or via e-mail at kimberly.dobrowolski@fe.navy.mil. Those interested in attending must register with Ms. Dobrowolski no later than 31 Dec 08. ***Modification 02-Purpose of this modification to correct the solicitation response date. New date is 30 Jan 2009.***Modification 03-Purpose of this modification is to revise the issuance date of Solicitation N4019209R9000. The Solicitation will be issued on 29 Dec 2008 instead of 19 Dec 2008. Site visit has also changed to 21 Jan 2009. Proposals will be due on 13 Feb 2009.***Modification 04-Purpose of this modification is to announce an alternate site visit date. There ar! e are two site visits planned. The first will be held 06 Jan 2008 and the second is for 21 Jan 2008. Arrangements to participate in the site visit must be made by registering with Kimberly Dobrowolski during regular working hours at (671)339-4911 or via e-mail at kimberly.dobrowolski@fe.navy.mil no later than 24 December 2008.
