- This is a “Pre-Solicitation” Notice and NOT a Request For Proposal (RFP) Solicitation. The purpose of this Notice is to allow prospective offerors to make an informed judgement as to whether a copy of the Solicitation should be requested. The Formal RFP Solicitation will be officially issued and posted to this website after the closing date of this Notice. The U.S. Coast Guard, Aviation Logistics Center (ALC), Long Range Surveillance (LRS) Division, Elizabeth City, NC 27909 intends to solicit proposals for depot level Overhaul of Government owned Gas Turbine Engine Auxiliary Power Units (APU) P/N’s and 38116-1-8 and 38116-1-7; APU Fuel Control P/N’s 3603100-1 and 3603100-1-1; APU Starter P/N’s 3605812-18 and 372697-18-1; Gas Turbine Compressors (GTC) P/N 376730-0-24; GTC Fuel Control P/N 371688-101; GTC Starter P/N 375322-9; Switch Slide Assy P/N’s 3604174-1 and 3604174-1-1; and Switch Assy P/N 76067-13. The Original Equipment Manufacturer (OEM) is Honeywell International, 111 S. 34th Street Phoenix AZ 85034 (Cage Code 99193). Overhaul work shall be in accordance with applicable OEM Component Maintenance Manual(s) (CMM) or U.S. Air Force Technical Orders (AFTO) latest revision, in order to restore equipment to an airworthiness condition such that they are operational in a saltwater environment. The contractor can expect more saltwater corrosion than what is seen in the airline industry. It is anticipated Inspection and Acceptance will be performed by a Defense Contract Management Command (DCMC) representative at the Contractor’s facility. A Certificate of Conformance for each overhauled component shall be required. The Government anticipates award of a Requirements Type Contract using the policies and procedures of FAR Part 12 in conjunction with FAR Part 15. It is anticipated the contract will consist of one (1) 12-Month Base Period and four (4) 12-Month Option Periods. The RFP Solicitation will provide the Statement of Work with a description of performance requirements and estimated quantities. This acquisition will be a Total Small Business Set-aside to be awarded on a competitive basis. The NAICS is 336413 and the applicable size standard is 1000 employees. The Government intends to award a single contract but reserves the right to select and award contracts to multiple vendors if two or more technically qualified proposals are determined to provide approximately equal value to the Government and determined to be in the best interest of the Government. All responsible small business sources may submit an offer which shall be considered by the agency. Offers from large businesses will not be considered for award under the Total Small Business Set-aside. The RFP Solicitation Number will be HSCG38-09-R-H00002, which is the same number as this Notice. Vendors should register on this FedBizOpps website under this Number to receive notices pertaining to the solicitation. The RFP Solicitation will be posted to this website and will be available for download/print. Vendors may also submit a written Request for Solicitation HSCG38-09-R-H00002 to Denise.P.Hall@uscg.mil Numbered Note 1 applies.
