Description
NOTICE OF INTENT TO AWARD SOLE SOURCE, a Cost Type Contract to Textron Systems for a base period to cover a 6-month period of performance (Phase I) plus one (1) 12-month option period (Phase II). The purpose is to complete the technology transfer of the man-portable high purity germanium detector/identifier, known as the Portable Radiation Detector System (PRDIS) from Lawrence Livermore National Laboratory (LLNL) to Textron Systems for commercialization. Textron Systems will also identify and integrate an alternate gamma detector that will fit into the assigned existing space claim and envelope for such a detector. Phase II will complete commercialization of the PRDIS by validating the fitness of the three prototypes for military utility by conducting environmental testing in accordance with relevant military standards and specifications. See Statement of Work for the details of this requirement. This notice is issued in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 and is not a request for competitive proposals or a solicitation of offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. This requirement is subject to the availability of funding. THIS IS NOT A REQUEST FOR A QUOTATION. However, if a company has reason to believe that it can meet or exceed all the needs of DTRA for this requirement, it may submit documentation to support its claim. See Numbered Note 22.
