Description
Following are final questions and answers received in response to this solicitation. 1. What Scope of commercial best practices would need to be evaluated as part of this solicitation? The Government would anticipate potential contractors would conduct market research with companies in the oil and gas industry and/or Government agencies that have similar operations to ascertain how they are operated. 2. Is the Government going to develop requirements or a business model which would then be used to evaluate against commercial best practices? Would this business model then be used in order to establish what MRM would be measured against? Not necessarily, but the Government would not rule this out at this time. One of the goals of this effort is to have recommendations on how the organization may be improved to be more effective and efficient. 3. Regarding Section 2, Technical Description, b. Second bulleted paragraph: Strong quantitative and modeling capabilities; ideally the successful offeror will have practical experience developing risk modeling tools... What specific type of risk modeling will be required? This reference refers to risk reporting tools and it is up to the respondents to the solicitation to determine what information should be included to respond to these evaluation factors. 4. How much time does MMS anticipate allowing between letting the contract and the due date for the Draft Project Plan? The exact time frame has not been defined however, the Government anticipates the Draft Plan to be submitted within 5-10 days from receipt of the notice to proceed. 5. Is the Past Performance requirement counted as part of the Technical Description requirement limitation of 20-pages? No. All other terms and conditions of the solicitation remain unchanged.
