Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number W912EE-09-T-0004 is being issued as a request for quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-28. THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE AND ISSUED UNDER NAICS CODE 811310(SIC 7699) WITH A SIZE STANDARD OF $7.0 MILLION FOR A FIRM FIXED PRICE CONTRACT. This procurement may be quoted as follows: Line Item 0001 Supplies/Services: Repower of the Motor Vessel Muddy Water. Quantity: 1 Unit: Lump Sum, Unit Price $ ___________; Total amount for Line Item 0001 $____________. The U. S. Army Corps of Engineers, Vicksburg District has a requirement to repower the M/V MUDDY WATER aluminum hull crewboat to include engine, reduction gear, shafts, propellers, throttle controls, electronic engine gauge panel and all installation, setup and start up. The existing twin screw vessel has CAT 3208 engines with Twin Disc gears installed. Dimensions and particulars of the vessel are: Length 36' 6 inch; Breadth 12' 7 inch; Draft 2' 6 inch; Weight 12.5 tons; Twin Screw. The work to be performed consists of furnishing all materials, equipment, supplies, labor and performing all work as required for installation of two (2) new propulsion systems to manufacturers recommendations and specifications. All work shall be in place in the vessel which will be located at 2577 Haining Road, Vicksburg, MS 39183. All work shall be completed within 6 months of the award of the contract and notice to proceed. Main engines shall be Caterpillar C7 ACERT, E rating or equal with a minimum of 454 bhp at 2800 rpm, turbocharged and aftercooled, in-line, 6 cylinder, 4 stroke. Engines shall come complete with electronic throttle controls, electronic engine gauge panel, wiring harness and all other components for proper installation and operation. Also the engine must be electronically fuel injected with electronic governor. One engine shall be for left hand service and the other for right hand service. Due to space constraints in the vessel the following dimensions cannot be exceeded in addition to the other requirements noted. Length overall: 56.75 inch; Width overall: 36.75 inch ; Height overall: 36.25 inch; Minimum Torque at full load: 852 ft-lbs; Maximum Fuel Rate at full load: 25 Gal/hour; Maximum weight (dry): 1760 lbs; Must meet EPA MAR-T2R 2006 Emissions requirements; The weight to HP (weight/HP) ratio shall not exceed 3.88. Engines shall be manufactured by an American owned company. Reductions gears shall be Twin Disc manufactured or equal and be suitable for operation with the main engines. Gear ratio shall be determined by the contractor for optimum performance. The present shafting in the vessel is stainless steel, 2 diameter with a stuffing box and strut bearing for that diameter. Should the repower require a larger shaft it will be the contractors responsibility to determine the new shaft diameter and provide and install suitable sterntube, stuffing box and strut bearings to accommodate the new diameter. Propellers shall be stainless steel, 4 blade with a tapered and keyed bore and threaded aft of the taper to accommodate the wheel keeper nut. Blade diameter and pitch shall be determined by the contractor to optimize performance. Warranty on all equipment shall be for a minimum of 12 months from the date the vessel is put back into service. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Conditions, applies to this acquisition.
