Description
NSWC Panama City Division, Panama City, Florida intends to solicit Innovative Professional Solutions (IPS), 8317 Front Beach Road, Suite 17D, Panama City, FL 32407 on a sole-source basis to meet an urgent requirement for retrofit and related production support of fifty (50) Safety-Arming Devices, Dummy, MK 84 to support aircraft certification testing of the QUICKSTRIKE Mines MK 62 and MK 63 Mod 3. Existing MK 84 hardware requires modification to meet revised design requirements and is required for aircraft certification testing scheduled for early 2009. IPS has key design knowledge and Mod 3 and MK 84 production engineering experience required for this requirement. The company and its personnel have critical technical knowledge pertaining to the aircraft arming wire configuration changes associated with the redesigned MK 84. This technical knowledge is required for this effort to minimize production and technical risks associated with the retrofit and to meet the s! hort delivery dates for the retrofitted hardware. IPS is historically the only company that can effectively perform the required modifications within the required timeframes. Using any other source for this effort would significantly increase program schedule and technical risk. The government estimates that using any other source for this effort would increase delivery time for this hardware by as much as 100% and cost by as much as 50%. Delivery of the first twenty (20) modified Safety-Arming Devices, Dummy, MK 84 is required by 16 February 2009. Remaining thirty (30) modified Safety-Arming Devices, Dummy, MK 84 are required by 17 April 2009. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. A firm-fixed-price order is anticipated.
