- The purpose of this sole source performance based contract is to support the mission of the Office of Agency for Healthcare Research and Quality All Payer Claims Databases (APCDs) are being established in multiple states, bringing together health care claims from all settings of care (e.g., inpatient, outpatient, pharmacy, dental) for all payers, or insurers, in a state. APCDs have the potential to provide a unique source of information on costs and quality of care across the continuum of health services. With the spread of APCDs across more states, it has become apparent that standardization of the data systems, formats, data elements, and coding is imperative. Standardization will help to reduce costs of data submission for payers who must submit data to multiple data systems, facilitate cross-state sharing of data, enable multi-state research and analyses, and encourage the development of tools and measures for use with APCDs.
