- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a commercial Firm-Fixed Price (FFP) Basic Ordering Agreement (BOA) on a sole source basis with Honeywell International 1300 W. Warner Road, Tempe, AZ 85285. This requirement is to procure spares, repairs, modifications and upgrades for K/H/C-130J Terrain Awareness and Warning Systems and Traffic Alert and Collision Avoidance System. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. It has been determined that Honeywell is the manufacturer of these products with proprietary property. The proprietary property is not available from the government to be provided for this procurement. The solicitation will be available on or about 15 January 2009. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered! by the agency. Offers must be submitted in the format specified in the solicitation. Submitting an offer from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to monitor the Government-wide point of entry for amendments and to submit offers to the POC at NSWC Crane.
