- This announcement constitutes the Government's intent to award on a sole source basis. This Notice of Intent is not a request for competitive proposals and a written solicitation will not be issued. This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13.5, Test Program for Certain Comercial Items. The Mission & Installation Contracting Command, Directorate of Contracting, 4118 Susquehanna Avenue, Aberdeen Proving Ground, Maryland 21005 has a requirement to procure the following items: CLIN 0001 Dyneema HB50, 1,000 linear meters CLIN 0002 Dyneema HB2, 5,000 linear meters The intended delivery date is 23 Jan 2009 Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements. The Government intends to award a sole source contract to DSM Dyneema. This firm is the sole developer as well as the sole manufacturer and distributor of the Dyneema fiber. Inquiries regarding this Notice of Intent should be directed to shirley.ziervogel@us.army.mil. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested persons may identify their capability to respond to this requirement before the closing date of this announcement. The closing date of this announcement is 12/22/2008 @ 11:30 A.M. EST. A determination by the Government not to compete with this proposed contract based uopn responses to this notice is solely within the discretion of the Government.
