Description
This is a Notice of Intent to award a Sole Source for services prepared in accordance with the format in Subpart 37.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The special notice number is 249598 and is issued as a Sole Source Intent. The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28, effective 12 December 2008. The USDA/Foreign Agriculture Service intends to issue a Sole Source to provide Agricultural Bio-technology Law Regulations consultation and training in the Middle East and European Arena. The contractor shall have the capability to: (1) Promote understanding of agricultural biotechnology and the potential benefits to developing economies. (2) Encourage regional harmonization of biotechnology regulations that are science-based, that do not unduly restrict trade, and are compliant with international standards. (3) Provide individualized legal and scientific assistance to Gulf countries by addressing policy and regulatory issues related to bio-safety, specifically aimed at science-based, transparent, and predictable implementation consistent with international obligations. (4) Provide guidance to GSO biotech subcommittee to develop into a functional regional body for successful collaboration. (5) Provide a background of expertise Middle Eastern cultural experience and relationships. The Period of Performance for this requirement is 1/01/09 to 12/31/09 with 80 days being slotted for consultation throughout the period of performance, travel will be required to 6 different countries (Bahrain, Kuwait, Oman, Qatar, UAE, and Saudi Arabia) at 5 day increments for a total of 30 days. All enquiries must be received via email by Friday December 26, 2008 at 3:00 pm Eastern Standard Time. All responsible sources may submit a proposal that shall be considered by the agency. USDA expects to award a single, firm, fixed-price Purchase Order for the one-year period. This procurement is restricted to small business only. The standard industrial classification code is 8999.
