- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following item: 1) One year on-line access to Elsevier Science Direct Journals published by Elsevier (Quantity - 1 each). This requirement is sole sourced to Elsevier Inc., 360 Park Ave S Rm 1100, New York, NY 10010-1710, due to the electronic access to these journals is proprietary to Elsevier Inc. Elsevier Inc. owns the copyright for these journals. Any firms believing that they can provide this material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the service without causing programmatic hardship.
