- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for the Dry Dock and Repair of the USCG STATION ROCHESTER, 47 FOOT MOTOR LIFEBOAT (MLB) 47285. The acquisition will be set-aside for Small Business Concerns. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures. The acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about 23 December 2008. This Requirement will be evaluated using past performance as an evaluation factor. The standard industrial classification code is 3732 and the NAICS is 336611. All work will be performed at the contractor’s facility. The performance period will be Thirty (30) calendar days with a start date on or about 1 March 2009. Restriction: Restricted to an area no greater than 320 nautical miles from the MLB’s home station, on navigable waterways and no greater than 50 nautical miles off shore. Home Station: Coast Guard Station Rochester, 5500 Saint Paul Blvd., Rochester, NY 14617. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at https://fbo.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. The scope of work for this acquisition is but not limited to: Remove, Inspect and Reinstall Rub Rail System; Clean and Inspect Buoyancy Chamber(s); Clean and Inspect Fuel Storage and Overflow Tanks; Air Test Rudder, Taft Rail, and Chine; Remove, Inspect, and Reinstall Propeller Shaft(s); Renew Water Lubricated Shaft Bearings; Remove, Inspect and Reinstall Propellers, Remove, Inspect, and Reinstall Rudder(s); Overhaul, & Renew Valves; Routine Drydocking Tasks; Preserve Ceram-Kote 54; Replace Survivor Compartment Door; Welding Repairs, Crack Repair (Aluminum); Fuel Return Line Modification (EC 47 MLB-(A) – 035); Radar Foundation Reinforcement (EC 47MLB-(C) -038; and Flexible Hose Replacement. Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing.
