- The National Cancer Institute (NCI) plans to procure services for the Review of Confidential Financial Disclosure Reports. This acquisition will be conducted under the procedures for acquiring commercial buys as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as authorized in FAR PART 13.5. This requirement is set-aside for small businesses. The North American Industry Classification System Code is 541618 and the business size standard is $7M. Contractor requirements: Contractor will provided technical reviews at a minimum, 1,300 nor more than a total maximum of 1,700, new and annual Confidential Financial Disclosure Reports (OGE Form 450) for employees of the National Institute of Health (NIH)/NCI. Contractor shall have a minimum of two (2) years experience in conducting analyses applying government-wide ethics laws, regulations, and reporting requirements. Contractor shall have a minimum of two (2) years experience with specific DHHS/NIH reporting forms including, but not limited to, the Confidential Report of Financial Interests in Substantially Affected Organizations for Employees of the NIH (HHS Form 717-1) and Annual Report of Outside Activity (HHS Form 521). Such reviews will be conducted on-site in the NCI Ethics Office, Bethesda Maryland, within 60 calendar days of receipt of the OGE Form 450, as required by Federal regulation. Contractor shall be granted access to NIH Ethics databases as required for the work and will comply with security requirements associated with such access. Training will be provided, as needed, to facilitate use and compliance with access requirements. Only one (1) award shall be made as a result of this solicitation. This requirement will be awarded as a firm fixed price, indefinite delivery indefinite quantity (IDIQ) type contract. The minimum number of OGE 450’s is 1,300 and the maximum number is 1,700. Period of Performance shall be from award through twelve (12) months with three (3) one year options.
