Description
The Space and Naval Warfare SystemsCenter Pacific (SSC PAC) Biosciences Division, Code 715 is seeking qualified sources to support the Marine Mammal Systems located at Naval Base Point Loma, San Diego California and Naval Submarine Base Kings Bay, Georgia. The Contractor shall provide the necessary personnel, supervision, training and continuous education curriculums, and administrative support required to enable its personnel to support the care, maintenance, and operation of the marine mammals that serve in the U.S. Navys Marine Mammal Systems (MMS). The scope includes all necessary material and travel required to support the MMS throughout the United States and the world. This sources sought is part of a Government market research effort to determine industry capabilities to provide the services described in the draft performance work statement. This procurement is a follow-on to an existing contract, N66001-03-C-0003. SAIC is the incumbent contractor and their performance has been highly satisfactory. The estimated value is approximately $8.0 million per year. Interested sources are requested to review the attached Performance Work Statement (PWS) and estimated labor categories and then provide a capabilities statement by the due date. At a minimum the capabilities statement should address: A. Corporate background, including the background of any sub- contractors or joint venture arrangements. B. Previous corporate experience in providing and managing a large staff of professional and technical personnel who have provided services similar to those listed in the PWS. C. Previous corporate experience with caring and maintaining marine mammals in natural and/or man-made habitats. D. Previous corporate experience with producing, maintaining, and operating weapons systems that incorporate military working animals as a key component. E. Previous corporate experience in developing and implementing a training and continuous learning curriculum for staff development. F. The financial capability of the firm, and for small business the ability to meet the requirements of FAR 52.219-14 Limitations on subcontracting. Interested sources are encouraged to ask questions, seek clarifications, or offer recommendations regarding the proposed procurement. While the Government does not intend to engage in a dialog with interested sources, the questions/clarifications/recommendatio ns will be reviewed and may be incorporated into the final solicitation. Please provide your response electronically on no more than 20 single sided, single spaced pages using 12-point Times New Roman font, and minimum one-inch margins, in Microsoft Word or compatible format. Questions/clarifications/recommendatio ns may be in addition to the 20 page maximum. All responses shall be unclassified. Interested sources are requested to submit their capabilities statement via electronic transmission to the SPAWAR E-Commerce Central website.
