Description
This procurement is advertised as a 100% SMALL BUSINESS SET-ASIDE. The U.S. Army Corps of Engineers District, has a requirement for Real Estate Title Services in support of several projects to fulfill the Corps of Engineers missions. Projects are located throughout the New Orleans Districts boundary. The Corps intends to award between one and three indefinite delivery, indefinite quantity contracts. The minimum guarantee over the life of each contract is ten ownerships with a maximum of 300 ownerships. The award will be based on the best value to the Government considering price and other factors. The following evaluation factors shall be utilized: Technical Experience, Past Performance and cost. Technical experience is the most important factor and is more important than all of the remaining factors combined. Technical is significantly more import than Past Performance. The Past Performance Factor is more important than the Cost Factors. The U.S. Department of Justice imposes certain minimum qualifications on Contractors who are not title companies but are attorneys or direct agents of title companies: Each Contractor must submit a written commitment from a title company authorized and qualified to issue such policies in the state where the land is located. The written commitment from the title company as required by this paragraph shall contain a statement of commitment that the title insurance company will issue title insurance products, including but not limited to, interim title binders and final title policies, that comply with the requirements of the Department of Justice Title Standards as well as the terms and conditions of this work contract. If offeror or its subcontractor is a corporate entity, then it must be registered with the Louisiana Secretary State and in good standing. The offeror must have sufficient manpower to handle a production rate of 15 interim binders within 45 days. Task Orders may be issued every two weeks effectively rendering workloads of 30 title binders in a 60 day time frame. The term of the contract will be (5) years. The contract area is located in the southwestern region of Louisiana. The contractor will provide Interim Title Binders with Chain of Title throughout the designated contract period and provide Intermediate landowners and acquires the subject property, Final Title Insurance will be ordered. Request for proposals will be issued on or about December 30, 2008. The applicable Standard Industrial Code is 6531; the NAICS code is 531390.
