Description
Construct a new Reserve Center of two buildings, a Training Building, with 30,489 SF, that will contain functions for administrative duties, educational training and unit and weapon storage and an Organizational Maintenance Shop (OMS) building, of 7,136 SF, that will contain functions for administrative duties and vehicle maintenance and training. The Training building will be a single story steel framed structure with concrete masonry unit (CMU) back-up and a combination of brick veneer with brick accent bands, manufactured cut stone veneer, and deep rib metal panels, aluminum windows with laminated, insulated glazing and a standing seam metal roof. Translucent wall panels will be used in the storage area and in the Assembly Hall for added natural lighting. The OMS will be a single story, steel frame structure with CMU back-up and a combination of brick veneer with brick accent bands, manufactured cut stone veneer, and deep rib metal panels, aluminum windows with laminated, insulated glazing and a standing seam metal roof Translucent wall panels will be used in the work bays for added natural lighting. Supporting facilities include site preparation, MEP and POV parking, access roads, fencing, and extension of utilities to serve the project. The estimated price range is between $10,000,000 and $25,000,000. This facility will support 150 permanent USAR reservists and full time support personnel. Additional military and civilian personnel can be accommodated on a visiting basis. The number of reservists present on a maximum drill weekend is 162. This Solicitation is a single phase procurement following the Lowest Price/Technically Acceptable LPTA - procurement process. This process requires potential Offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. The proposal process for this single-phase procurement consists of the following: Experience of the Prime Contractor; Past Performance of the Prime Contractor; Price; and Pro Forma Information. A construction cost limitation will also be provided in the Solicitation. The Solicitation will include a complete 100% design package. Furniture will be purchased and installed by other contract. NAICS code is 236220. Size Standard is $33.5M. Contract duration is 540 days. THIS PROCUREMENT IS SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONTRACTORS ONLY. Approximate issue date is January 8, 2009 and approximate due date for proposals is February 17, 2009 at 2:00 p.m. local time. This project is scheduled for award in March 2009. Award of the construction contract is Subject to the Availability of Funds. All bidders should be aware that construction funds may not be available for the contract award for up to 3 months from receipt of proposals.
