- The project consists of new construction of four buildings: 1. The administrative and conference center is a four-story structure of approximately 50, 636 SF; 2. the Indoor Range Building- Anechoic Chamber of 21, 277 SF; 3. the Outdoor Range Building of 15, 917 SF; and 4. the Vehicle Storage Building of 6,180 SF. In addition to the new construction, the project includes renovation of eight specific areas within the second floor of the existing Building 620. The buildings are located in Greene County, Ohio. The project also includes 7,800 SY of Privately Owned Vehicle, POV, parking areas. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, built-up roofs, pre-cast concrete exterior panels, hydraulic elevator, mechanical systems including air conditioning, special gases, and electrical systems. Supporting facilities include site preparation, paving, fencing, and extension of utilities to serve the project. The project will contain the following options: 1. Renovation of Storage Area; 2. South Parking Area Overlay; 3. Landscaping Options; 4. Procurement and Installation of Comprehensive Interior Design; 5. Procurement and Installation of Indoor Range Equipment. Proposals will be evaluated based on the following technical factors: Experience, Risk Management, Past Performance, Subcontracting Information; Bonding Information; and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. While interior design and furniture layouts will be designed by the Contractor as part of this contract, furniture will be purchased by other contract. The estimated price range is between $25,000,000 and $100,000,000. NAICS is 236220. This is an UNRESTRICTED procurement. Size Limitation is $33.5M. Contract duration is 705 calendar days. The estimated award date is 31 March 2009. A Pre-proposal meeting at WPAFB AFB is planned for 19 Jan 2009 at 1300. Exact time and location will be noted in the solicitation. This solicitation will be awarded using the Technical Tradeoff (Best Value) approach. Award of the construction contract is Subject to the Availability of Funds. All bidders should be aware that construction funds may not be available for the contract award for up to 3 months from receipt of proposals. Approximate issue date is 29 December 2008 and approximate due date for proposals is 10 February 2009 at 2:00 p.m. Louisville Time. Project documents will be web only.
