- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28. This competition is a Small Business Set-Aside under NAICS code 333111 with a Small Business Size Standard of 500 employees. This NAICS code is included in the SBA Contracting Nonmanufacturer Rule. Line Item 0001 (Qty: 1): Tractor that MEETS OR EXCEEDS the following specifications: • Engine Size: 400 cubic inches; • Engine Power Output: 125 Horsepower; • 4-Wheel Drive (4WD); • Transmission: 16x16 Automatic Shift with clutch differential locks; • Tires: Front - 14.9 R28, Rear - 18.4 R38; • Fuel Tank Guard; • Fuel Tank Capacity: 80 gallons; • Enclosed climate-controlled cab; • 1500lbs rear weights; • Rear-view mirrors; and • Front Loader that meets or exceeds all the following: - controlled by mechanical valves - quick attach - 2 cubic yard volume - 5000lb lift capacity - lift height of 144". The item shall be delivered to Texarkana, TX, FOB Destination. The following FAR provisions apply to this requirement: 52.212-1, Instructions to Offerors - Commercial; 52.212-2, Evaluation - Commercial Items. Offerors shall provide with the offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, or verify the information can be found in ORCA. The following Department of Homeland Security Acquisition Regulation (HSAR) provision applies: 3052.247-72, F.O.B. Destination Only. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, 52.219-6 with Alternative I, 52.219-28, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.225-1, 52.225-13, and 52.232-33. The following HSAR clause applies: 3052.209-70, Prohibition on Contracts with Corporate Expatriates. Offerors are to submit a quote with the following information: • Make and model of the proposed item • Technical Description (Specifications) • Terms of Warranties • Price • Offeror's Name, Address, DUNS and TIN. • Point of Contact, Email and Phone. • Solicitation Number and acknowledgement of any amendments • Completed copy of 52.212-3 or statement the information can be found in ORCA The Government will award a purchase order resulting from this announcement to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The technical capability offered to meet the Government requirement is more important than price.
