- The US Army CECOM Contracting Center-Army Contracting Command, Fort Monmouth, NJ 07703, intends to issue a sole source modification to Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract Number W15P7T-05-D-W204/P00018 for spares with Time and Materials line items for services with General Dynamics C4 Systems (GDC4S), to extend the contracts ordering period from 31 January 2009 to 30 June 2009 to enable additional Delivery/Task Orders (DOs/TOs) to be issued for depot level and field support services only on a time and materials basis for the Common Ground Station (CGS) and Joint Services Workstation (JSWS). There will be no increase to the contractual ceiling value as a result of this action. The CGS is a tactical data processing and evaluation center that links multiple air and ground sensors, to include the Joint Surveillance Target Attack Radar System aircraft, to the Army Battle Command System at Echelons Above Corps, Corps, Division, and Brigade nodes. The CGS integrates imagery, video, and signal intelligence data into a single visual presentation of the battlefield, providing commanders with near real-time situational awareness, enhanced battle management and targeting capabilities. The JSWS provides similar capabilities, but it is not self-contained as is the CGS and it has limited communications capabilities (it primarily consists of CGS automated data processing equipment in transit cases). The Government does not posses complete, detailed, and current technical data for CGS and JSWSs that would be essential for any other source to be able to produce form, fit, and functionally interchangeable spare parts to ensure the effective operation of the CGS and to provide the required support services. This sole source modification is authorized under FAR 6.302-1, Only One Responsible Source and 10USC2304(c)(1). No formal Solicitation will be issued for this modification. Solicitation Number W15P7T-09-R-W414 is being used for reference purposes only. The US Army, CECOM LCMC has established the IBOP website as part of the Armys Single Face to Industry.
