- NAICS Code: 611699 The US EPA Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to LawProse, Inc. of Dallas, TX for a seminar on AdvancedLegal Writing & Editing from 9:00 am to 12:00 pm and from 1:00 pm to 4:00 pm on March 12, 2009. The justification is as follows. The presenter for Law Prose Inc., Bryan A. Garner, is uniquely qualified to provide legal writing and editing services because of his technical and policy familiarly with federal writing requirements and processes. He is also uniquely qualified to satisfy the professional needs of the EPA law enforcement legal community. Garner is a nationally recognized lawyer, legal scholar and advocate for clarity and precision in legal writing. He is editor of Black's Law Dictionary, the standard tool of the legal trade and the co-author of "Making Your Case: The Art of Persuading Judges" which Mr. Garner recently wrote with U.S. Supreme Court Justice Antonin Scalia. Because of Mr. Garner's inimitable background, style and presentation skills, he is unmatched in the American legal writing and editing universe. Instruction from Mr. Garner would be both the centerpiece of the conference and would serve as an additional incentive for attorneys to attend and for managers to invest in sending personnel to this training. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
