- This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit and negotiate, on a sole source basis, services to perform repair of specified Joint Helmet Mounted Cueing System (JHMCS) Prime Mission Equipment (PME). This action represents an additional 485 units to be repaired via modification to FA8522-08-C-0008. However, no new National Stock Numbers (NSNs) are included by this effort. The instant action will only include additional quantities. CAGE code 06VL3. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). Contract FA8522-08-C-0008 is a Firm Fixed Price type instrument, and therefore the additional quantities to be contracted via modification to FA8522-08-C-0008 are also anticipated to be Firm Fixed Price. The approximate award date is 15 January 2009. Period of performance will be approximately 6 months. This synopsis is not to be construed as a commitment by the Government, or as a Request for Proposals. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to Mr. Garett Nelson at Garett.Nelson@robins.af.mil. A determination by the Government whether or not to compete the instant contract based upon an assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the cocern. The Ombudsman does not participate in the evaluation or selection process.
