Description

The United States Senate, Office of the Sergeant at Arms (SAA) has a requirement for a Commercial Off the Shelf (COTS) Procedures Manual Software product. This product will provide: ready access to, ability to search, and acknowledgement of established and new procedures and policies in the Printing, Graphics, and Direct Mail (PGDM) Branch. It will provide for ease and speed in creating, approving, disseminating, and reviewing new policies by all staff. This software will be used daily in all four facilities of PGDM to research and review production procedures that are critical to the successful completion of customer work requests. The budget for this product is $25,000. REQUIREMENTS: All requirements are provided in the Solicitation. The quote must be valid until January 31, 2009. The SAA will not accept any exceptions or qualifications. All items shall be priced FOB Destination, Washington, DC. INSTRUCTIONS: The Offeror's response must contain the following completed documents: 1) Compliance with Attachment A: List of Requirements; 2) Attachment B: Pricing; 3) Attachment C: Maintenance Option Years; and 4) Attachment D: Past Performance. The response shall be submitted electronically via email only to acquisitions@saa.senate.gov. (The SAA will not accept any faxes or mail deliveries). The subject line of the email message shall be 2009-R-0xx "Commercial Off the Shelf (COTS) "Policy and Procedures Manual Software". Proposals must be received no later than December 29, 2008 at Noon EDT. The anticipated award date is late January 2009. Questions regarding this acquisition must be submitted in writing to acquisitions@saa.senate.gov, no later than December 19, 2008 at Noon EDT. Although the SAA does not anticipate any amendments, the Offeror is responsible for monitoring this site for release of Solicitation amendments (if any). The SAA will not respond to telephone requests for information. Oral communications are not acceptable in response to this notice. EVALUATION FACTORS FOR AWARD: The following factors shall be used to evaluate offers: (1) Technical acceptability of product offered, in terms of whether it meets or exceeds the Solicitation requirements; (2) Past performance information for the Offeror; (3) Support and maintenance offered; and (4) Evaluated price. Non-price evaluation factors are equally important, and collectively, are significantly more important than evaluated price. Responses received without the required information will be considered non-responsive.
