Description
(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. (ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number F3W3428155AQ02 Quotes shall be submitted in English language! All offerors shall be CCR registered in accordance with the CCR requirements at DFARS 252.204-7004 Alt. A to be eligible for award. Quotes must be valid for a period of no less than 30 days. STATEMENT OF NEED FOR ANNUAL SAFETY INSPECTION OF HOISTS, CRANES AND STEAM BOILERS 1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, supervision, management, tools, materials, equipment and transportation required to perform annual safety inspection on hoists, cranes and steam boilers as listed in Attachment 1. Services shall be performed in accordance with current TUEV standards, applicable German laws, safety requirements and the provisions and clauses of this requirement. 1.1. SERVICES. The contractor shall perform annual TUEV inspection of hoists, cranes and steam boilers as listed in Attachment 1. Contractor shall prepare and submit a written report in English language, within 5 days of the inspections. The report shall include identification of system, location, repairs needed, date of inspection, inspectors signature, and overall condition of hoists, cranes and steam boilers. 2. GENERAL INFORMATION. 2.1 Inspections shall be made Monday - Friday, 0700 - 1700 Hrs. 2.2 Government Point of Contact. Mr. Walter Nitz Com: 06565-61-4880 2.3 HOURS OF OPERATION. The contractor shall coordinate with the Government Point of Contact (POC) the days and times when services shall take place. 2.4 German Holidays. - New Year's Day - Good Friday - Easter Monday - Labor Day - Ascension Day - Whit Monday - Corpus Christi Day - Day of Unity - All Saints Day - Christmas days (25 and 26 December) 2.5 American Holidays. - New Year's Day - Martin Luther King Day (3rd Monday in January) - President's Day (3rd Monday in February) - Memorial Day (Last Monday in May) - Independence Day (4th of July) - Labor Day (1st Monday in September) - Columbus Day (2nd Monday in October) - Veteran's Day (November 11th) - Thanksgiving Day - Christmas Day Note: When the holiday is on a Saturday, the preceding Friday shall be the U.S. Holiday. When the holiday is on a Sunday, the following Monday shall be the U.S. Holiday. 3. Location: Spangdahlem Air Base Bitburg Annex ( for Building numbers please see Attachment 1.) 4. Price for inspection includes all labor, supervision, management, tools material, equipment, transportation, travel cost, expenses, reports in English language, etc. 5. QUALITY ASSURANCE. The Government shall evaluate the contractor's performance conducting 100 % inspection and using the Customer Complaint Method. 5.1. QUALITY CONTROL. The contractor shall develop a quality control plan and implement a quality program to ensure services are performed in accordance with prescribed standards. 6. GOVERNMENT REMEDIES. The Contracting Officer shall follow the requirements of FAR 52.212-4, Contract Terms and conditions for Commercial Items (FEB 2007), for contractor's failure to correct nonconforming services. 7. GOVERNMENT FURNISHED PROPERTY AND SERVICES. Weights utilized in the performance of this contract. 7.1. Reserved. 8. SECURITY REQUIREMENTS. All personnel employed by the contractor in performance of this Statement of Need (SON) and any representative of the contractor entering the government installation in the performance of this PWS, shall abide by all security regulations of the installation. The contractor shall ensure each employee obtains the following pass and identification items as applicable for contractor personnel and non-government owned vehicles in order for complete performance of this contract as described in the PWS. 8.1 Application for Civilian Identification Card, DD Form 1172. 8.2 Registered Vehicle Expiration, AF Form 2219 (Series). 8.3 Request for base entry identification, USAFE Form 79. Contractor vehicle(s) shall be registered as required by Spangdahlem Air Base Directives. 8.4 Background Checks. All members shall receive a background security investigation. Each contractor personnel will be required to submit a German Police Certificate not less than three (3) months old. 9. APPENDICES. 1. List of Equipment.
