- * An Amendment to the RFP will be issued to dissolve the Small Business Set-Aside to render the solicitation for Full and Open Competition, for both large and small business. Amendment 1 will contain a superceding RFP and Attachment 1: FACTS Sheet. The RFP will be posted on or around 8 January 2009. The RFP and applicable attachments are posted to FBO as of 29 October 2008. This requirement is for a 6-year, firm-fixed price, Requirements-type contract for the MC-20 Compressor, NSN: 4310-01-560-8709RN, P/N: PD08WRGBGBEA12. The Purchase Description (PD) and Statement of Work (SOW) accompanying the Request for Proposal will identify the technical and program requirements for the MC-20 compressor acquisition. This requirement will consist of one basic period of 12 months and 5 annual options. The best estimated quantities are as follows: Basic year: 2 ea, Option I: 1- 360 ea, Option II: 1 - 360 ea, Option III: 1 - 360 ea, Option IV: 1 - 360 ea and Option V: 1 - 360 ea. Options may be exercised for future USAF and FMS requirements. FAR part 12 procedures will be utilized. The successful offeror shall be required to complete a preproduction, or first article, unit which shall be subject to the required tests in accordance with the PD and SOW prepared for this acquisition. Required tests will be identified in the test procedures and test/inspection report, which the contractor shall prepare for program engineer approval. This requirement will also include data such as technical manuals, provisioning data, technical data package, etc. The Government will issue delivery orders against the resultant requirements-type contract so as to order the MC-20 compressors. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the Request for Proposal (RFP). The Government will utilize the Technically Acceptable Performance Price Tradeoff procedures (TA-PPT), and will evaluate proposals and make award in accordance with the "Evaluation Basis for Award" provision in the RFP. It is anticipated that the RFP will be released on or around 8 January 2009. The RFP will be posted to the Federal Business Opportunities webpage. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
