- Repair / Maintain Maintenance Hangar 801 Synopsis: Project # CRWU 01-2003 The Colorado Air National Guard located at Aurora CO and the USPFO for Colorado intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the repair and renovation of Hangar 801. This project consists of the repair and renovation of a 109,920 SF Aircraft Maintenance Hangar with shop and administration space at Buckley AFB for the 140 Wing, Colorado Air National Guard. The scope of the project includes a new 2 ply roof over the lean-to’s, a new aluminum roof coating over the barrel roof, removal and replacement of asbestos containing exterior wall panels, repaint hangar bay, repair and rehabilitate hangar doors, renovate office areas, new finishes, remove and replace metal doors in high traffic areas, upgrade lighting, remove the existing hangar bay fire protection systems and replace with new pre-action system and new high expansion foam system, remove and replace existing hydraulic power unit exhaust system, remove and replace the domestic water heating system with 2 new gas fired water heaters, remove all pneumatic valve and damper actuators and replace with electric drive units, install a Reverse Flow Energy Recovery Unit and remove, relocate, and extend communications system outlets and cabling. Magnitude of the project is between $5,000,000.00 and $10,000,000.00. Construction/contract completion time is anticipated to take approximately 365 calendar days after Notice to Proceed to include inspection and punch list. The north American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million average annual revenue for the previous three years. This project is being solicited as a small business set-aside. The tentative date for issuing the solicitation is on/or about 06 January 2009. The tentative date for the pre-proposal conference is on/or about 16 January 2009. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on/or about 6 February 2009. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Past Performance and Price. The government intends to award without discussions. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their Representations and Certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitation.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the FedBizOpps website on-line at http://fedbizopps.cos.com/. No telephone requests will be accepted. For security reasons, all potential offerors, plan rooms and printing companies are required to register in the Central Contractor Registration (CCR) and the FedBizOpps in order to view or download the plans or drawings from the web site. This solicitation is not a competitive bid and there will not be a formal public bid opening.
