- 1. This Pre-Solicitation Notice is for a Firm-Fixed-Price Integrated Design-Construct Contract for the 7th Army Command and Control Facility (285,870 SF), including a Consolidated Operations Intelligence Center(COIC) (10,075 SF) at Wiesbaden Army Airfield (WAAF), Germany. The contract will include a reach-back operations center, command group center, sensitive compartmented information facility (SCIF), administration and control, conference rooms, storage, and personnel support functions and air conditioning (estimated 300 tons). Supporting facilities include water, sanitary and storm sewer, electric, gas, walkways, heat distribution lines, paving, storm drainage, anti-terrorism measures, site improvements and information systems. Anti-terrorism measures include resistance to progressive collapse, blast resistant exterior doors and windows, exterior video and security lighting system, protective landscaping, and barrier protection. Access for individuals with disabilities will be provided in public areas, also connections to the Energy Monitoring Control Systems (EMCS), installation of an Intrusion Detection Systems (IDS) and Anti-terrorism measures including exterior video and security lighting. The option work consists of 800 private owned vehicles (POV) spaces in accordance with American standards, parking garage and a standby generator. There may be security requirements that the contractor will need to comply with. 2. This Pre-Solicitation Notice is issued under the authority of FAR Part 15.202, Advisory Multi-Step Process. The US Army Corps of Engineers, Europe District intends to award a single firm fixed price construction contract. A Draft Request for Proposal (DRFP) will be posted separately from this Pre-Solicitation Notice. Potential contractors and team members when responding to this Pre-Solicitation Notice are invited to only submit documentation (limitation of no more than 25 pages) demonstrating: a. Offerors experience or capability to perform a contract of this magnitude ($75,000,000.00 and $100,000,000.00) and complexity (include offerors in-house capability to execute design and/or construction of comparable work performed within the past 10 years, a brief description of the projects, customer names, timeliness of performance, customer satisfaction, and the dollar or Euro value of the projects); and b. Offerors bonding capability or Bank Letter of Guarantee capability expressed in dollars or Euros. The Government will evaluate all documentation submitted and then advise each respondent in writing, either that they will be invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. The Government shall advise respondents considered not to be viable competitors of the general basis for that opinion. Viable means the information submitted demonstrates that the contractor shows a reasonable probability of success. Notwithstanding the advice provided by the Government, all offerors may still participate in the resultant acquisition. Failure to respond to this Pre-Solicitation Notice will not to preclude participating in the resultant solicitation. 3. NOTE: Offerors sending submittals from outside Germany via air courier or postal service should state the content value to be no cost or zero. If a monetary value is indicated on the package, the package may be delayed due to customs clearance. The Europe District is not responsible for any delays that result in late receipt of submittals. Be aware that heightened security measures may delay access to the Europe District in the Amelia Earhart Center; therefore early delivery of submittals is advisable. Firms responding to this notice are requested to inform each of the points-of-contact below so that receipt of submittals by the due date and time can be confirmed. 4.
