- The United States International Boundary and Water Commission (USIBWC) formally issues a Request for Proposal (RFP) for Environmental services. The contractor shall furnish all labor, material, supplies, equipment, supervision, and transportation necessary to complete task orders for environmental services for projects found along the United States and Mexico international border. This includes the states of Texas, New Mexico, Arizona, and California. The contractor shall assist USIBWC in complying with environmental laws and regulations applicable to the specific task orders issued. The environmental services consist of scientific, environmental engineering, technical and regulatory compliance. General tasks consist of analysis, studies, assessments, mitigation, and evaluations of the environmental effects of USIBWC project construction, operation, maintenance, and management. This evaluation shall be placed using best value evaluation criteria. • Cost • Experience • Past Performance • Professional Qualifications • Resources • Location of Prime and Subcontractors The order of magnitude for the procurement is estimated at $5 Million to $10 Million and the effort shall be a multiyear contract with options not to exceed 5 years. The NAICS Code and small business size standard for this procurement are 541330 and $4.5 million, respectively. However, due to the complexity and performance region, this procurement is NOT a small business set-aside. Solicitation guidance and information is as follows: •The firm date for receipt of bids is Friday, January 23, 2008, 5:00 P.M. Mountain Time. •IBWC shall not hold meetings with perspective bidders. •Telephone questions shall not be accepted. •All email correspondence submitted shall contain the following format; "RFP Number, Topic, Company Name." Example: "IBM09Q0002-TOPIC-Company" •The International Boundary and Water Commission shall not solicit nor accept proposals for a portion(s) of the project. •Technical questions shall not be accepted after Friday, January 16, 2008, 5:00 P.M. Mountain Time. All contractual and technical questions must be submitted in writing to joshuasoto@ibwc.gov or by fax (915) 832-4192. Telephone questions will not be accepted. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2003 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
