- NAICS Code: 541620 Title: Project to Synthesize Climate Change Impacts and Scope Adaptation Planning and Management Options for the U.S. Southeast The United States Environmental Protection Agency (EPA), Office of Acquisition Management, intends to award a purchase order for a project to synthesize climate change impacts and scope adaptation planning and management options for the U.S. Southeast. The Southeastern United States (defined initially for this project as the eight states of EPA Region 4-Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee) is predicted to experience significant and potentially highly costly climate change impacts. A window of opportunity exists for these states to "get in front" of the impacts curve, minimizing long-term damage and cost while maximizing welfare for the citizens of the U.S. Southeast. In order to determine if this procurement can be set aside for small businesses, any small businesses who feel they are capable of performing this statement of work should submit their capabilities and experiences in relation to this scope of work to honegger.harold@epa.gov prior to December 28, 2008. The primary purpose of this project is to begin to create the conditions for success for the U.S. Southeast on climate change adaptation, by synthesizing impacts, scoping adaptation planning and management options, and bringing together practitioners and principals to assess and develop these options. In so doing, adaptation efforts in the Southeast will be greatly aided and the planning and management lessons learned from the project will be available to be applied in other parts of the country. The scope of work related to this project will involve five distinct phases, with each building upon the phase before it. These phases are outlined below: Phase I - A draft background paper will synthesize existing literature on the impacts of climate change on the Southeast. Phase II - A second draft background paper, informed by the first paper, will analyze and outline the challenges and options for adaptation planning and management in the Southeast. Phase III - A three-month feedback and planning period, during which the draft background papers will be distributed for comments and suggestions in conjunction with identifying Southeast adaptation principals and practitioners across sectors. Using this information, a planning process will take place to determine the optimal size, location, and invited participants for a gathering of adaptation principals and practitioners later in the year. That is, the feedback and comments that are received on the background papers, as well as the information from the identification process, should be used to design the gathering. At the end of this phase, final background papers, a final agenda for the gathering, and a final list of participants will be developed. Phase IV - A gathering of principals and practitioners. The structure of this meeting will be determined based on responses to draft background papers and other discussions, to include assessment and development of options for adaptation planning and management in the Southeast United States. Phase V - A project summary report will be produced, which will allow both the distribution of the dialogue and lessons learned from the project as well as the informing of potential future efforts like this one across the country. A Request for Quotes (RFQ) will also be posted to the same website sometime after 28 December 2008.
